Mayor McPhail called the meeting to order at 10:00 a.m. The Clerk informed those
present that notice of this meeting had been given under Section 34(12) of the Planning
Act by prepaid first class mail to all assessed owners within 150 metres of the subject
property as well as provincial agencies and ministries as prescribed by regulation.
Correspondence was received from the Lower Thames Valley Conservation Authority,
with not objections and the Public Health unit with the usual conditions to be met.
Dan explained that the proposed amendment is necessary to maintain compliance with
the Zoning By-Law and fulfill a condition imposed by the County of Elgin Land Division
Committee in granting permission to create a lot (Application for Consent E9/01) for the
purposes of disposing a surplus dwelling.
The lands zoned Special Agricultural (A2) comprise a rectangularly-shaped parcel
having a frontage of 65.2 metres (214 feet) on Queen’s Line, an area of 4,650 square
metres (1.1 acres) and a depth of 70 metres (230 feet). The parcel is occupied by a
single unit dwelling, two sheds and a barn. The permitted uses of the A2 zone include a
single unit dwelling, limited agricultural uses, a home occupation and dog kennel as an
accessory use. The lot would satisfy the minimum lot area, maximum lot area and
minimum lot frontage requirements (4,000 sq. m., 1.0 ha and 50 m. respectively) of the
A2 zone.
The lands zoned “site-specific” Agricultural (A1-28) comprise the balance of the parcel.
A “site-specific” (i.e.A1-28) zoning establishes a minimum lot area and lot frontage for
the re-configured parcel being less than what is otherwise required by the Zoning By-
Law. In addition, a single unit detached dwelling is prohibited from being erected on the
lands remaining in accordance with the decision of the Land Division Committee.
The subject lands are designated “Agricultural” in the Township of Aldborough Official
Plan. The By-Law is considered to be in conformity with the Plan.
Mrs. Kovacs stated that the required percolation tests will be done as soon as the
weather permits.
Dan explained that the zone changes proposed are in accordance with the zoning bylaw
and they would support the application.
The Mayor explained the appeal period process, and stated that if all conditions have

been met by June 14, 2001 Council is prepared to pass the bylaw.

RESOLVED that Council do now rise and adjourn from the Public Meeting
concerning a proposed Zoning By-law Amendment for land in Part Lot 17,
and Part of Lot 18, Concession VII in the Municipality of West Elgin.
