SUBJECT: PROPOSED ZONE AMENDMENT – KRUMM
Mayor McPhail called the meeting to order at 9:30 a.m. and welcomed everyone in
attendance.
The Clerk advised that notice of this meeting had been given under Section 34(12) of
the Planning Act by prepaid first class mail to all assessed owners within 150 metres of
the subject property as well as provincial agencies and ministries as prescribed by
regulation.
It was noted that correspondence had been received from the Elgin-St. Thomas Health
Unit that the conditions had not yet been met. Mrs. Krumm stated that they had
scheduled to have the required testing done this week.
Ted Halwa, planner described the proposed severance which would change the severed
portion from Agricultural (A1) Zone to the “site –specific” Agricultural (A1-31) Zone on
part Lot 10, Concession IX, Western Division, and the remaining parcel would be
changed from Agricultural (A1) Zone to Special Agricultural (A2) Zone.
The Clerk noted that as a condition of severance the old kiln barn was to be removed
from the property line of the proposed severance parcel. Mrs. Krumm stated that the
new owner was going to be moving the old kiln to another location within the severed
portion of land. This will have to be confirmed by the building inspector before the bylaw
will be passed by council.
Council was satisfied that they intend to have all the requirements dealt with as soon as
possible and the Clerk was directed to prepare the bylaw when the conditions have been
completed.
The process of the reading of the bylaw and the appeal period was explained to the
delegation present.

RESOLVED that Council do now rise and adjourn from the public zone
amendment meeting for the Krumm property at Part Lot 10, Concession IX
in the Municipality of West Elgin.
