The Mayor welcomed everyone and called the meeting to order at 9:30 a.m.
SUBJECT: ACCOUNTS VOUCHER
RES. NO. 1 Moved by Bandeen
Seconded by Balint
RESOLVED that the Mayor and Administrator/Treasurer be and they are
hereby authorized to sign Payment Voucher #12, amounting to
$1,512,402.56, in settlement of General, Road and Water Accounts.
(cheques #5019 – 5477 plus General/Road/Water payroll including Arena
Voucher of $34,874.39, cheques #1435 – 1483).

SUBJECT: DELEGATION – MIKE PETERNEL

RESOLVED that the Council of the Municipality of West Elgin will hear the
delegation from Mike Peternel.
DISPOSITION: Carried
Mr. Peternel attended Council to discuss the actual charges for the Silver Clay East
waterline and costing of future connections. The following points were made:

Paid for waterline in front of Robinson property
?
Neighbours feel future Council will allow them to hook up for $2500.00
?
Wishes Council to pay him back for capital costs if someone hooks up later
?
Estimates were too high, should be more accurate
?
Measured waterline and it should be 932 metres, not 1020 metres
Council responded per the following:

No authority to pay him back and cannot bind future council
?
By-law will specify what capital costs are for future hook-up, future Council may
amend the by-law
?
Suggested discuss with neighbours to hook up and pay now, if agreeable come
back to Council for further discussions

Reviewed documentation prepared by staff outlining the changes from the original
proposal to actual and resulting cost savings for the project
?
Reported the tenders are based on a per metre charge, not an hourly charge and
includes more than equipment time

authorize borrowing from time to time to meet current expenditures for the
year 2003 and this shall be the first and second reading and provisional

SUBJECT: UNEMPLOYMENT INSURANCE PREMIUM REDUCTION

RESOLVED that the Council of the Municipality of West Elgin approves
the recommendation from the Administrator, to divide a share in the
reduction derived from Employment Insurance Premiums between the 16
full-time employees and the 3 partial full-time employees. The total
savings for the municipality would be $1,089.00, with $521.00 of which
goes toward and employee bonus(es).

SUBJECT: CLOSING OF RURAL SCHOOLS

WHEREAS as much needed education funds called for by Dr. Rozanski, if
delivered, will take time;
AND WHEREAS the social costs of rural school closings and distant
transportation, to both students and communities, is not considered in
decisions to close rural schools;
THEREFORE BE IT RESOLVED THAT all rural school closings be
stopped, and that the province recommit to adequate funding of education
and further a process be established where broader social costs are
considered and quantified before decisions are made to close rural
schools.
AND FURTHER that this resolution be forwarded to the Minister of
Education the Premier, the Rural Ontario Municipal Association and the
Association of Municipalities of Ontario for circularization to all AMO
member municipalities for their endorsement.

SUBJECT: EMPLOYEE NEGOTIATIONS
Council has reported they have agreed to a request to increase the bereavement leave
for spouse and children from 3 days to 5 days. The Administrator/Treasurer reported
that this change will be incorporated into the employee by-law.
