He advised that tree trimming needs to be completed in the villages at a cost of $1,000/day and will take about two weeks. He has a company scheduled to begin shortly. Rick is working on a map to indicate the location of all catch basins in the villages. There was discussion on Queen Street and the need for milling and repaving. Deputy Mayor Warwick advised that the Police Committee had concerns regarding the “Ford Built” sign causing a site obstruction, the light above the pumps being too bright at Miller Motors and the speeding of school buses. Rick will investigate the sign obstruction further. SUBJECT: RECREATION REPORT Jeff Slater, Parks & Recreation Superintendent presented his report for the month of December. Councillor Mooser reported that the West Lorne Firemen do not want the tractor stored in the fire hall, as it is a safety hazard. Councillor Bandeen reported that the skateboard parks are proceeding. Jeff has contacted Spriet Associates regarding the addition to the rear of the Arena. The preliminary design work has been completed. Originally it was planned to have the addition at the same grade as the arena but now we are looking at taking it to the park level grade. The electrical panel needs replacing and there will be no water, sewer or floor drain needed. A flat roof is needed, however, the new roofs are constructed with a slight slope. The size is 42’ x 40’ with two doors on the north side. It is anticipated to complete the safety aspects applied for under the Superbuild Grant this year and do the washrooms next year. 2 th January 10, 2002 – Council Mtg. SUBJECT: BUILDING REPORT Council reviewed the CBO’s report for the month of December, which indicated that four permits had been issued totalling $159,000.00 worth of construction. Total permits issued to date is 92 totalling $3,257,000.00 worth of construction. SUBJECT: ACCOUNTS RES. NO. 2 Moved by Bandeen Seconded by Balint RESOLVED that the Mayor and Administrator/Treasurer be and they are hereby authorized to sign Payment Voucher #1, amounting to $742,162.94 in settlement of General, Road and Water Accounts, Cheques #2256 – 2356 including General/Roads/Water/Payroll including Arena Voucher of $17,803.66 (#1148 – 1163). DISPOSITION: Carried RES. NO. 3 Moved by Warwick Seconded by Mooser RESOLVED that the Mayor and Administrator/Treasurer be and they are hereby authorized to sign Payment Voucher #1A, amounting to $85,222.68 in settlement of General, Road and Water Accounts, Cheques #2357 – 2410 including General/Roads/Water/Payroll including Arena Voucher of $2,670.32 (#1164 – 1172). DISPOSITION: Carried SUBJECT: CORRESPONDENCE 1. Lower Thames Valley Conservation Authority – appointment of member Instruction: RES. NO. 4 Moved by Mooser Seconded by Bandeen RESOLVED THAT Graham Warwick be appointed to the Lower Thames Valley Conservation Authority for the term of 2002. DISPOSITION: Carried 2. Ministry of Municipal Affairs and Housing – resolution for CRF 2002 Allocations. Instruction: RES. NO. 5 Moved by Bandeen Seconded by Warwick RESOLVED that the Council of the Municipality of West Elgin acknowledges their intent to use the CRF Allocations they will receive for the direct benefit of taxpayers; and accepts the 2002 CRF Allocations in accordance with the terms and conditions (Conditions of Community th Reinvestment Fund Allocations) attached to the letter of November 9, 2001 from the Deputy Ministers of Finance and Municipal Affairs and Housing to municipal Treasurers/Clerk-Treasurers. DISPOSITION: Carried 3. Optimist Club of West Lorne are requesting approval to hold their annual Adult Fund Night Event on March 9, 2002 at the Rodney Canadian Legion. Instruction: RES. NO. 6 Moved by Mooser Seconded by Warwick RESOLVED that the Council of the Municipality of West Elgin approves the annual Optimist Adult Fun Night to be held at the Rodney Canadian Legion from 8:00 p.m. to 12:00 midnight on March 9, 2002. DISPOSITION: Carried 4.* Invoice received from Bev Seney – fro the Property Tax (Assessment Review Board) for the Port Glasgow Marina Instruction: 3 th January 10, 2002 – Council Mtg. RES. NO.7 Moved by Balint Seconded by Warwick RESOLVED that the Council of the Municipality of West Elgin approves the payment of the invoice from Bev Seney in the amount of $2,304.46 for the property tax assessment work done at the Port Glasgow Marina on our behalf. DISPOSITION: Carried 5.* Township of Ashfield-Colborne-Wawanosh – support of a resolution to request that OMAFRA change its legislation to allow new property owners to make applications to amend their Farmland Property Class for the current taxation year. (Update FYI re: Jose & Rosie Oliveira farmland classification concern from Nov, 01 council mtg. – I got a reply from OMAFRA however they were not willing to make any changes.) Instruction: File RES. NO. 8 Moved by Mooser Seconded by Warwick RESOVLED that the Council of the Municipality of West Elgin is in support of the resolution put forth by the Township of Ashfield-Colborne- Wawanosh to request that OMAFRA change their legislation to allow new property owners the opportunity to amend their Farmland Property Class assessment for the current taxation year. DISPOSITION: Carried 6.* Alain & Linda St. Onge, RR #1, Rodney regarding a waterline leak on their property. Instruction: RES. NO. 9 Moved by Bandeen Seconded by Mooser RESOLVED that Council have considered the request of A. St. Onge in a letter received Dec. 19, 2001 and that no adjustment be made to their water bill. DISPOSITION: Carried 7. West Eglin Community Health Centre requesting that Council waive the fees for the use of the Rodney Rec Centre re to hold a “Strength Training Class” for seniors. Instruction: RES. NO. 10 Moved by Bandeen Seconded by Balint RESOLVED that the Municipality of West Elgin approves that the rental fee for the Rodney Rec Centre be waived for the West Elgin Community Health Centre to hold a Strength Training Class for seniors two mornings a week for the months of February and March 2002. DISPOSITION: Carried 8. LTVCA – minutes from November 29, 2001 Instruction: File 9. William Kingsley Erickson Endowment Fund – accepting applications for an endowment bursary for post secondary education in the amount of $500.00 each for students eligible in the Lower Thames Valley area. Instruction: Council would like further information. 10. Revenue Canada to revoke the charitable status of the Transit Bus Service Instruction: File 11. Union Gas – complimentary issue of their new newsletter. Instruction: File 4 th January 10, 2002 – Council Mtg. 12. Ron Field Electric – confirmation received that they will hold to their original quoted price for hydro pole installation for Spring 2002. (nothing heard back from the pole company as yet. I have asked Liz to try to get something before the end of this month) Instruction: File 13. Ont. Crime Commission is calling for nomination for awards of excellence for anyone in law enforcement that has made a significant contribution to crime prevention. DISPOSITION: Carried SUBJECT: WEST ELGIN COMMUNITY HEALTH CENTRE Doug Graham, Executive Director and Harry Mezenberg, Chair of the West Elgin Community Health Centre were present to update Council on the progress with the plans for the new centre and to discuss support for the project. Discussions took place on site servicing (water, sewer, hydro changes, storm drain), the laneway and parking lot. At the present time the costs for the servicing are not known and Council agreed that they want to wait for the costs before making a commitment. The WECHC is to set up a meeting to look at servicing concerns. A fund raising committee has been established for the project. th There was discussion on the letter of Nov 6 from Doug Graham requesting a resolution of support to the Minister of Health for the expansion of community health centres as a way of addressing many of the current health care issues. A resolution of support is to be prepared. SUBJECT: MINUTES West Elgin Arena Board – December 11, 2001 5 th January 10, 2002 – Council Mtg. NO. 12 Moved by Mooser Seconded by Balint RESOLVED that an interest charge of 1% per month(not compounded) be charged on overdue general invoices over $100.00 effective immediately. DISPOSITION: Carried SUBJECT: PORT GLASGOW TRAILER PARK Gord McFadden and Lloyd Jarvis were present to review various matters at the Port Glasgow Trailer Park. The first phase of the hydro work has been completed at the Park. Discussions followed on the rates and the contract at the Park and resolutions were passed as follows: 6 th January 10, 2002 – Council Mtg. RES. NO. 13 Moved by Warwick Seconded by Mooser RESOLVED that the rates at the Port Glasgow Trailer Park be increased by $50.00 per lot per annum and that a charge of $25.00 per annum be established for golf carts. DISPOSITION: Carried RES. NO. 14 Moved by Warwick Seconded by Mooser Resolved that the contract for maintenance/management at the Port Glasgow Trailer Park be $18,000.00 per annum for Gordon McFadden Limited. DISPOSITION: Carried The name of the Port Glasgow Trailer Park was confirmed by Council. Gord will order new signs. Two quotes were received for the supply of a John Deere 1435 Front Mount Mower with trade in: Fulline Farm & Garden Equipment Ltd. $12,500.00 + taxes McGrail Farm Equipment Limited $13,200.00 + taxes Council wanted Gord to get a local quote before proceeding with a decision. Gord was authorized to proceed with getting quotes for re varnishing the dance hall floor. He is also going to try out two electric dryers in the washrooms. DELEGATION: EARLY YEARS INITIATIVE Donna Mylrea, a coordinator for the Early Years Initiative, stationed out of the Health Unit was present to explain to Council what the Early Years Initiative is. It is a community-based project to build capacity and share responsibility in order to make early child development and parenting programs available to all children in Ontario. One example of this is the Parent Child Resource Centre in Rodney. Under the Challenge Fund Municipalities or Agencies can submit proposals to enhance or start new projects for the 0 to 6 age groups. The planning allotment for Elgin is $136,000 per year for three years. Janet Pinder has submitted a proposal which will be submitted to the Minister for a final decision. One of the mandates is to take stock of the community to determine where the needs lie and to identify gaps in services. SUBJECT: ADJOURNMENT RES.
