The Mayor welcomed everyone and called the meeting to order at 9:30 a.m.
SUBJECT: MINOR VARIANCE – NEW COMMUNITY HEALTH CENTRE
Council moved into an Open Public Meeting to address a Minor Variance application
for the new Community Health Centre and resumed their special meeting thereafter.
SUBJECT: PUBLIC ZONE AMENDMENT MEETING – KAREN ROODZANT
Council moved into an Open Public Meeting to address a Zone Amendment
application and they resumed their special meeting of council thereafter.
SUBJECT: PLANNING MATTERS
Ted Halwa confirmed the date for the next official plan amendment meeting, to be held

on February 20, 2002 in West Lorne Hall at 9:30 a.m.
Council discussed the pre severance proposal from Carol Ann Mistele, and the sketch
was not available, so council requested that the Clerk verify the distances, before she
proceeds. Later in the day the sketch was given to the Planner and the distances were
confirmed, for her to proceed. It will be rezoned as an R3 property.
The Planner went over the schedule for the Official Plan process and Consolidation of
the three Zoning By-laws, and after discussing a few more minor planning items, he
left the meeting.
SUBJECT: SEBASTIAN PELCZ – SEVERANCE PROPOSAL
Sebastian Pelcz attended at council to propose a possible severance on his rental
property at S.Pt. Lot 7, Gore Concession, W.D. He would like to sever the property
because the dwellings are surplus to his needs. The Clerk pointed out that the
proposal was not in conformity with the 50 acre criteria for severance size lots.

After discussions, it was determined that council did not have an objection to this
application, and a minor variance would be worked into the severance application to
compensate for the undersize of the lot, being 46.33 acres instead of 46.93 acres. Mr.
Pelcz stated that he did not plan to proceed with these plans until the spring. He
thanked council for their time and left the meeting.
SUBJECT: CORRESPONDENCE
1.* A copy of a letter from Beattie Haven, sent to Southwest Middlesex, regarding
their request to be included in any future Municipal Water extension
discussions, that would be allow them to hook on. Council discussions took
place, and a copy of the letter will be placed in the waterline petition file for
future budget meeting review.

William Erickson Endowment Fund.

3.* Burnside & Associates invitation to attend a dinner and social evening, on

4. Multiple Sclerosis Society – request permission to conduct a fund raising
campaign.

RESOLVED that the Council of the Municipality of West Elgin
approves the request from the Multiple Sclerosis Society to allow
them to conduct a fund raising campaign in our area between

5.* Municipality of Morris-Turnberry letter to request support of a resolution
regarding the Line Fences Act.

RESOLVED that Council of the Municipality of West Elgin is in
support of the resolution put forth by the Municipality of Morris-
Turnberry request that the Province of Ontario review the Line
Fence Act and consider amendments to ensure both the owners
of the Line Fence dispute pay their share of the costs.

6.* Township of Chatsworth – request for support of a resolution regarding the
proposed legislation for capital upgrades on small water and sewer systems.

grant to make Arena improvements with $27,508. coming from the Province
and the same amount from the Feds.

8. Roma Conference Information on the Companion Program Scheduled events
and a special invitation to attend a special session in the Tudor Room at the
Royal York from 1:30 p.m. to 3:30 p.m.

9. Land Division – Barbara Seman/Mary Alice Harris/Ingrid Marie Scherer (old
Gordon Rose property), Severance on Con. 8, Part Lot 7.

RESOLVED that the Council of the Municipality of West Elgin have no
objection to the Consent to Sever application No. 94/01 for Barbara
Seman/Mary Alice Harris/Ingrid Scherer which council agrees is a
“technical severance” to tidy up administrative work that was not
completed years ago.

10. Kidney Foundation of Canada will be holding their annual door-to-door
campaign in the area in March. The canvassers may be identified by the fact
that they will be wearing a blue button and carrying a blue canvassing kit.

SUBJECT: CN PARK IN RODNEY
Liz Clark and Louise Newman attended at council to propose the development of a
small park on the CN property just to the east of the corner of Furnival Street and
Clarke Street, on the south side. The Horticultural Society in conjunction with the
Chamber of Commerce and the Rodney Kiwanis Club would like re-establish a park
similar to one that was there from 1900 to 1948, that was called Rodney’s New York
Central Park. They passed around a picture depicting what the park looked like during
that time period. When the train used to stop in Rodney at the station, people
travelling, would be able to enjoy the beautiful park. The groups would like to plant
trees, shrubs, and have walkways and benches that would provide a peaceful park
setting, similar to the original park.
In order to proceed with this concept, an Agreement Lease would have to be signed
between the Municipality and CN, and the municipality would have to provide the
liability insurance.
Council thanked the ladies for their presentation and stated that they would be in
support of this project.

RESOLVED that the Municipality of West Elgin agrees to approve a
lease of $1.00 per year, from CN Rail and to provide the liability
insurance for the development of a park in Rodney, on behalf of the
Chamber of Commerce beautification project.

SUBJECT: A & L ST. ONGE – WATER LINE PROBLEM
Mr. & Mrs. St. Onge attended at council. Lloyd Jarvis, Water Utility Manager joined
this portion of the meeting also. The letter, sent to council previously and dealt with at

their January 10, 2002 meeting was reviewed again, and Mr. St. Onge described his
concerns to council, that he felt that the water bill should not be their responsibility
because they were unaware that it existed, when they recently purchased the
property. Council discussions took place, and it was reiterated that the problem occurs
on private property, it is the responsibility of the property owner involved. It was
suggested to Mr. St. Onge that the previous owner should have made them aware of
the problem, before they sold the house, and that perhaps they should approach their
lawyer on this matter.
Mr. & Mrs. St. Onge thanked council and left the meeting.
SUBJECT: WEST LORNE STREETLIGHTS
A fax from the Lumec streetlight distributor, with a rebate offer of only $1500.00. This
was unacceptable to Council and they directed the Clerk to place the re-order for new
poles.

closed session to discuss a matter in respect of a solicitor-client

SUBJECT: RECREATION STORAGE BUILDING
Jeff Slater, Recreation Superintendent presented to council a floor plan design for the
proposed building to be erected at the east end of the West Lorne Arena. Tender
information will be gathered, and it will be discussed again at the next meeting.
SUBJECT: OPP PRESENTATION
Elgin County OPP Detachment Commander, Ryan Cox, Ian Fleck, Dennis Harwood,
and Warden John Wilson attended at council to give a slide presentation on their
Request to Make Efficiencies. Discussions and a question and answer period
followed. They hope to increase their results average on Break & Enters, by at least
5%, they plan to increase their RIDE Programs, and increase police presence within
the Municipalities.
Council thanked them for the presentation, and a decision would be forthcoming from
council at a future meeting.
