June 27th, 2002 Special Meeting June 27th, 2002 Public Meetings (2) DISPOSITION : Carried SUBJECT: RECREATION REPORT Jeff Slater, Recreation Superintendent presented his regular monthly report. Jeff reported on the usage at the pool being over capacity due to Bethel Park Camp arriving with 89 people. Alternate times were offered to Bethel Park but this did not suit their scheduling. West Elgin Seniors are sending 9 participants to Actifest in Kingston. A grant is requested to defray the transportation costs. The sign at the West Lorne skateboard park is not up yet. Jeff advised that procedures have been changed regarding access to the mechanical room due to problems with the chlorinator brake. RES. DISPOSITION: Carried July 11, 2002…Pg 2 of 6 SUBJECT: PARK BENCHES AND REFUSE CONTAINERS Jeff Slater reported that the park benches and refuse containers for the West Lorne Horticultural project have arrived and have been assembled. They have received a Trillium Grant towards the project. There was discussion as to location and how to attach the park benches. The refuse containers are heavy enough they shouldn’t need to be bolted down. Council agreed that the benches should be removed in the winter months. Jeff is to work with the club members. SUBJECT: ROAD REPORT Bill Keutch in the absence of Rick Jackson presented the regular monthly report to Council. He advised that the gravelling program has been completed. Traffic counts are being done on various roads. Silver Clay is being bermed and brined. Culvert construction on McMurchy Line is in progress. SUBJECT: WATER REPORT Lloyd Jarvis was not in attendance. Council reviewed the Water Works Report for the past month. SUBJECT: BUILDING REPORT Chief Building Official, Lorne McLeod was not in attendance. Council reviewed his report for the month of June, which indicated that thirteen permits had been issued totalling $1,488,300 worth of construction. Total permits issued this year to date is 55 totalling $3,830,800 worth of construction. SUBJECT: ROACH DRAIN TENDERS The following tenders were received by the West Elgin Council for the Roach Drain construction: A.G. Hayter Contracting Ltd. $ 13,375.00 including taxes Van Bree Drainage & Bulldozing Ltd. $ 8,506.50 including taxes Darrell Dick $ 10,945.03 including taxes McKenzie & Henderson Ltd. $ 9,791.00 including taxes R. & S. Graham Contracting Ltd. $ 13,422.08 including taxes RES. NO. 4 Moved by Mooser Seconded by Balint RESOLVED that the Council of the Municipality of West Elgin accepts the tender of Van Bree Drainage and Bulldozing Ltd. in the amount of $8,506.50 including GST for the Roach Drain. Graham Contracting Ltd. $ 7,649.00 including taxes RES. NO. 6 Moved by Balint Seconded by Mooser RESOLVED that the Council of the Municipality of West Elgin accepts the tender of Darrell Dick in the amount of $ 5,501.94 including GST for the Government Drain #2 Municipal Drain (Johnston Culvert). DISPOSITION: Carried SUBJECT: ACCOUNTS RES. NO. 7 Moved by Bandeen Seconded by Balint RESOLVED that the Mayor and Administrator/Treasurer be and they are hereby authorized to sign Payment Voucher #7, amounting to $1,546,369.76 in settlement of General, Road and Water Accounts, Cheques #3558 – 3825 plus General/Roads/Water/Payroll plus Arena Voucher of $1523.87 (#1321 – 1330). DISPOSITION: Carried SUBJECT: BY-LAW 2002-18 - REZONING OF PT LOT 2, CONC lX ( WD) - BODNAR RES. NO. 8 Moved by Balint Seconded by Mooser RESOLVED that the mover be granted leave to introduce a By-Law to amend the Township of Aldborough Zoning Bylaw No. 90-50, to change the zoning of lands described as Part of Lot 2, Concession IX (Western Division) from Agricultural (A1) Zone to the Special Agricultural (A2) Zone and to the “site-specific” Agricultural (A1-35) Zone and that this shall be the first and second reading and provisional adoption thereof. Councillor Mooser suggested that it could be donated to the Cancer Society. He is to contact the local branch of the Cancer Society to confirm in writing that the monies would be spent locally. SUBJECT: CLOSED SESSION RES. NO. 17 Moved by Bandeen Seconded by Mooser RESOLVED that the Council of the Municipality of West Elgin adjourn to a closed session to discuss a matter in respect of personal matters about an identifiable individual. DISPOSITION: Carried RES. NO. 18 Moved by Mooser Seconded by Balint RESOLVED that the Council of the Municipality of West Elgin do now rise and report. DISPOSITION: Carried The letters of intention for the position of Foreman were reviewed. The applicants will be asked to submit a resume outlining their qualifications for further review by Council. SUBJECT: INTERVIEWS – CLERK Interviews for the Clerk’s position will be held in the afternoon. The committee will consist of Deputy Mayor Warwick, Councillors Bandeen and Balint and the Administrator/Clerk-Treasurer. SUBJECT: ADJOURNMENT RES.
