June 20, 2002 Public Meeting M I N U T E S OF THE CORPORATION OF THE MUNICIPALITY OF WEST ELGIN PUBLIC MEETING WEST ELGIN COUNCIL CHAMBERS TH JUNE 20, 2002 MEMBERS PRESENT: Mayor Duncan McPhail, Deputy Mayor Graham Warwick Councillors: Trudy Balint, Brad Bandeen, Mike Mooser STAFF PRESENT: Linda Cranston Clerk/Deputy-Treasurer ALSO IN ATTENDANCE: Ted Halwa Planning Consultant SUBJECT: COUNCIL CONCERNS Mayor McPhail called the meeting to order at 9:30 a.m. Prior to the Planning portion of the meeting, discussions took place regarding the request made a the last council meeting to investigate the possibility of painting the four aluminium street light poles the colour black. Lloyd Jarvis investigated and brought back a quote of $500.00 to paint them. After discussions, it was decided that the matter would be put on hold for the time being, and Deputy Warwick would look into the matter further. SUBJECT: NEW OFFICIAL PLAN & COMPREHENSIVE ZONING Ted Halwa, Planner presented a package of materials to use for review of the David Douglas presentation and also to try to identify some major items that could be addressed to incorporate into the new Official Plan to help economic development in some areas. Some things in this category that were looked at were: - Service Centre off the 401 in our immediate area - Lakefront erosion th - bringing municipal water to the 14 concession - recreational properties - main street beautification – type of businesses that strive in a small town atmosphere - items that draw buyers to the community (ie – specialty shops & a good restaurant) - things to draw tourism to area (ie – bed & breakfasts, advertised activities & events) - good marina – clean, washroom facilities, garbage containers, food available - good beach - proximity to the 401 – Casino in London or Dresden (it has been found that if people are in town for a sports tournament or some other event, they also like to have other options available for things to see and do within a short driving distance) …Page 2 of 2 th June 20, 2002 Things that council can do to achieve some of the above suggestions: - could reduce the zone application fee for any commercial/industrial businesses (split fees in half) - encourage new businesses - encourage new development - need to spend some time on the actual Official Plan document so that it is a safety document that can be used by the local citizens, but yet not be so overly restrictive that it prohibits anything new from developing. - encourage Bell to bring high speed inter-net to area. - access some type of funding available through the OMAFRA grants for feasibility studies. Council discussions centred on development in the area at the top of the bank to the north of the marina. Water is now available, so the biggest hurdle would likely be sewage installation and approval. With this in mind the Clerk was requested to investigate the size of system and what type should be used for a residential development of some kind, and to look at the costs involved in something this big.
