March 27, 2002 Special Meeting M I N U T E S OF THE CORPORATION OF THE MUNICIPALITY OF WEST ELGIN WEST ELGIN COUNCIL CHAMBERS SPECIAL MEETING TH MARCH 27, 2002 MEMBERS PRESENT: Mayor Duncan McPhail, Deputy Mayor Warwick, Councillors: Trudy Balint, Mike Mooser and Brad Bandeen STAFF PRESENT: Joanne Groch Administrator/Treasurer Linda Cranston Clerk/Deputy-Treasurer Mayor McPhail welcomed everyone to this special meeting called for the purpose of a planning session in the morning, held in West Lorne and a preliminary budget meeting to follow in the afternoon, held in the Council Chambers at the Municipal Office. SUBJECT: PLANNING MATTERS Ted Halwa and Marc Bancroft were in attendance in the morning portion of the meeting only. Marc ran a slide projector with many pages of information showing various statistics and many other demographics which will be used in the application to amend our Official Plan and Comprehensive Zoning Bylaw. Ted reviewed the residential portion of the Official Plan and a lengthy discussion period followed. The schedule of events regarding the required public meetings was also reviewed. Council decided that the Open Public Meeting will be held in May or June possibly and it would be held at the International Club. They want Ted to present the material in full to the council, then give a news release to the public, to explain what the council is trying to achieve, and then place an advertisement for the meeting in the paper. Ted and Marc left the meeting at this point. SUBJECT: PRELIMINARY FIRE BUDGET Allan Beer, West Lorne Fire Chief and Andy Kieraszewicz attended at council to present their preliminary Fire Budgets. 1. West Lorne Fire Dept. was a 24% increase over last year. Councillor Mooser asked if they could make a more co-operative effort to share trucks and equipment in the future. Mr. Beer responded that they could only do this in certain cases. 2 Special Council/March 27,2002 3 2. Rodney Fire Dept. was a 19%increase over last year. Discussions took place and council accepted the budgets in principal. After all the budgets have been presented council will make and cuts, changes and additions as needed before approval a final budget. The two fire chiefs left the meeting. SUBJECT: PRELIMINARY ROADS BUDGET Administrator Groch presented a preliminary Roads Budget. Rick Jackson, Road Superintendent joined council for this portion of the meeting. The budget was reviewed item by item and discussed. The new grader was discussed. It was proposed that we use the current grader for one additional year, before purchasing a new one. It was pointed out that with the trade in and the portion from the county maintenance agreement, the net cost to the municipality would only be $54,000.00 if it was purchased this year. The Road Superintendent truck will be sold to the Recreation Dept. and the Roads Department will get the new pickup truck. It was noted that the Kearns Pit expansion deal was accepted in principal, for the amount that the municipality was offering. Rick was given approval to proceed with the legal documents. Council thanked Rick for his input, however they are unable to make any definite decisions at this time. Rick left the meeting. SUBJECT: PRELIMINARY WATER BUDGET Lloyd Jarvis, Water Utility Manager joined the meeting at this time. A preliminary Water Budget was presented by Administrator Groch and Lloyd explained the capital projects planned for this year. Lloyd also advised council of a software program that could be integrated into our present water billing system, which would automatically enter the meter readings into the computer system, and thereby cut down the work load tremendously, as well it would be a more accurate system. Council generally felt that the system was worth investigating further. Council thanked Lloyd for his input and he left the meeting. 3 3 SUBJECT: AD JOURNMENT RES.
