SUBJECT: NEW OFFICIAL PLAN
Ted Halwa, Planner presented a document, which summarized the policy direction for
the new Official Plan, the committee made the following comments:

Should we consider having a minimum farm size of 100 acres, instead of 47 that now
permitted
?
Elimination of severances for retirement purposes – should we consider another
alternative such as requesting a 1-foot reserve around the severed lot, which can
only be crossed by the retired farmer for a period of seven years or upon
death/health reasons?
?
Should golf courses be permitted in agricultural area or dealt with by an OPA, on a
site by site basis where concerns like traffic and use of water can be addressed
?
In aggregate resources designation, all agricultural uses should be permitted
?
Re: significant wetlands – plan should refer to “having regard to” as a guideline
?
In industrial designation, all agricultural uses should be permitted
?
Need to review amount of commercial designated in Furnival and Graham Road
intersections with 401
Discussion arose regarding public meeting process. It was decided that two focus
groups would be invited to attend informal meetings to discuss the Official Plan
proposals. One would be from the real estate/developer group and the second from
agricultural/environmental interest group. It is anticipated that these focus group
meetings would occur in November and December.
