Mayor McPhail called the meeting to order at 9:30 a.m. The Clerk informed those
present that notice of this meeting had been given under Section 34(12) of the Planning
Act by prepaid first class mail to all assessed owners within 150 metres of the subject
property as well as provincial agencies and ministries as prescribed by regulation.
Correspondence was received from the Elgin-St. Thomas Health Unit, indicating that
their conditions have been satisfied. Lower Thames Valley Conservation Authority has
no objections.
Ted Halwa, Planning Consultant outlined the request to change the zoning of lands in
part of Lot 20 and part of Lot 21, Concession X, from the Agricultural (A1) Zone to the
“site-specific” Special Agricultural (A2-16) Zone and to the ‘site-specific’ Agricultural (A1-
39) Zone. The rezoning is necessary to maintain compliance with the Zoning By-law and
fulfill a condition imposed by the County of Elgin Land Division Committee in granting
permission to create a lot for retirement purposes. The lands to be zoned ‘site-specific’
Special Agricultural (A2-16) comprise a rectangularly-shaped parcel having an area of
8,093 square metres (2.0 acres) and a frontage of 88 metres (289 feet) on Thomson
Line. The parcel is occupied by a single unit dwelling, storage barn, shed and
greenhouses. The permitted uses of the A2 Zone include a single unit dwelling, a home
occupation, a bed and breakfast establishment and an agricultural use as an accessory
use and an accessory use. The lot would satisfy the minimum lot area, maximum lot
area and minimum lot frontage requirements (4,000 sq. m., 1.0 ha. and 50 m.
respectively) of the A2 zone. A ‘site-specific’ (A2-16) zoning is proposed to permit
accessory buildings which exceed the total lot coverage of 10%. The lands proposed to
be zoned ‘site-specific’ Agricultural (A1-39) comprise the remainder of the farm having a
frontage of 365 metres (1,198 feet) on Thomson Line and an area of 29.3 hectares (72.4
acres). The ‘site-specific’ (A1-39) zoning would prohibit a dwelling on this parcel in
accordance with the decision of the Land Division Committee in granting permission to
create the lot for retirement purposes. The subject lands are designated Agricultural’ in
the Township of Aldborough Official Plan. The proposed amendment is considered to
be in conformity with the Plan.
