September 19, 2002 Special Planning Meeting M I N U T E S OF THE CORPORATION OF THE MUNICIPALITY OF WEST ELGIN SPECIAL PLANNING MEETING WEST ELGIN COUNCIL CHAMBERS TH SEPTEMBER 19, 2002 MEMBERS PRESENT: Mayor Duncan McPhail, Deputy Mayor Graham Warwick Councillors: Trudy Balint, Brad Bandeen, Mike Mooser STAFF PRESENT: Norma Bryant Clerk ALSO IN ATTENDANCE: Ted Halwa Planning Consultant Marc Bancroft Community Planners Inc SUBJECT: NEW OFFICIAL PLAN Ted Halwa, Planner presented a package of materials for discussion purposes. Maps included existing land use, existing Official Plan designations and draft land use plans. Council reviewed the maps and the committee made the following comments: Lands designated industrial at the northwest corner of Rodney – only access appears to be via Queens Line. Land use designation in northwest corner of West Lorne recognizes wetland designation. Recent housing starts have occurred on Graham Road to lake. Should residential development along Graham Road, south of Silver Clay Line, be mirrored on the west side of the road? Should future campgrounds be directed to locate west of Furnival Road in the lakeshore designation? Aggregate designation has been removed along river. Proposed industrial designation at highway 401 interchanges were discussed – expand? delete portion? Intensive livestock prohibited 100 metres from river Should there be a buffer area regarding restricting intensive agriculture along Pioneer Line between Rodney and West Lorne? Mr. Halwa presented projected population figures. It is noted that with a 1% increase over the next 20 years, there is no demand for additional residential land to be designated in Rodney or West Lorne. The existing severance policies were discussed. Severance of surplus dwellings in an agricultural area was supported with the prohibition that no building can occur on the retained portion be added to the Official Plan. Provincial policy allows for the severance of lands where it is considered “infilling”. Maximum distance of 100 metres between lots. Committee agreed this should be added to our plan. It was determined that special interest groups should be solicited for their comments prior to having finalizing a draft to be presented to the public. SUBJECT: ADJOURNMENT RES.
