Vergeer Mayor McPhail called the meeting to order at 9:30 a.m. The Clerk informed those present that notice of this meeting had been given under Section 34(12) of the Planning Act by prepaid first class mail to all assessed owners within 150 metres of the subject property as well as provincial agencies and ministries as prescribed by regulation. Correspondence was received from the Elgin-St. Thomas Health Unit, indicating that their conditions have been satisfied. Lower Thames Valley Conservation Authority has no objections. Ted Halwa, Planning Consultant outlined the request to change the zoning of lands in Part Lots 20 and 21, Concession XII, from the Agricultural (A1) Zone to the Rural Residential Three (RR3) Zone and to the “site-specific” Agricultural (A1-37) Zone. The rezoning is a result of conditions imposed by the County of Elgin Land Division Committee for a severance application. The lands to be zoned Rural Residential Three (RR3) comprise a rectangularly-shaped parcel having an area of 3,978 square metres (1.0 acres) and a frontage of 36 metres (118 feet) on Talbot Line (County Road No. 3). The parcel is occupied by an older single unit dwelling and a storage barn. The permitted uses of the RR3 Zone include a single unit dwelling, a home occupation, a bed and breakfast establishment and an accessory use. The lot would satisfy the minimum lot area, maximum lot area and minimum lot frontage requirements (1,850 sq. m., 4000 sq. m. and 30 m. respectively) of the RR3 zone. The lands proposed to be zoned ‘site- specific’ Agricultural (A1-37) comprise the remainder of the farm having a frontage of approximately 195 metres (640 feet) on Talbot Lien and an area of 41.9 hectares (103.5 acres). Buildings and structures include a greenhouse and six tobacco kilns. The proposed ‘site-specific’ (A1-37) zoning would prohibit the erection of a dwelling on this parcel in accordance with a condition imposed by the Land Division Committee in granting Application for Consent E52/02. The subject lands are designated Agricultural’ and ‘Hazard Lands’ in the Township of Aldborough Official Plan. The proposed amendment is considered to be in conformity with the Plan.
