December 01, 2003 Inaugural Meeting of Council M I N U T E S OF THE CORPORATION OF THE MUNICIPALITY OF WEST ELGIN WEST ELGIN COUNCIL CHAMBERS st DECEMBER 1, 2003 MEMBERS PRESENT: Mayor Graham Warwick, Deputy Mayor Bernie Wiehle Councillors: Mary Bodnar, Trudy Balint, Mike Mooser STAFF PRESENT: Joanne Groch Administrator/Treasurer Norma Bryant Clerk Rick Jackson Road Superintendent Jeff Slater Recreation Superintendent Lloyd Jarvis Water Superintendent ALSO IN ATTENDANCE: Bob Coles, Gerhard Wiehle, S/S Ryan Cox The Administrator/Treasurer opened the third Inaugural Session of the Municipality of West Elgin at 11:00 a.m. and welcomed everyone to the first meeting of the newly elected members of the Council of the Municipality of West Elgin. She advised that the first item on the agenda was the Declaration of Office. SUBJECT: DECLARATION OF OFFICE AND OATH OF ALLEGIANCE All members of Council made their Declarations of Office. SUBJECT: INAUGURAL BLESSING Reverend Canon Meurig Lloyd gave the inaugural blessing and a brief inspirational blessing. SUBJECT: COUNCILLOR REMARKS Mayor Warwick noted he was humbled and honoured by the position and that he was looking forward to being part of a team and working together. He noted that in rural Ontario we must reach out to neighbouring municipalities and work together to ensure there are enough resources for rural residents as there are for urban. Deputy Mayor Wiehle said he was looking forward to working the Council and knew it would be a great learning experience. Councillor Mooser said he is looking forward to working with Council as a unit as had been done in the past. Council has accomplished a lot in the past six years. Council’s decision were made that were best for the ratepayers and the municipality. Councillor Balint noted she was honoured to be a councillor, it was a wonderful learning experience. Council and staff work well together. Councillor Bodnar said she is looking forward to the challenge and working with Council as well as staff. December 1, 2003…Page 2 of 3 SUBJECT: REMARKS The Administrator/Treasurer noted, on behalf of staff, that we welcome the participation as part of your team, to enforce your vision and see it comes to fruition. Staff Sergeant Ryan Cox offered his congratulations on behalf of the OPP and thanked Council for their support and looks forward to improvements over the next three years. SUBJECT: COMMITTEES & APPOINTMENTS Council reviewed committee and appointment listing and appointed members to the various committees and boards. RES. NO. 1 Moved by Mooser Seconded by Wiehle RESOLVED that Council of the Municipality of West Elgin approves the following committee appointments to commence December 1, 2003 until December 31, 2004. NO. 2 Moved by Balint Seconded by Mooser RESOLVED that the Council of the Municipality of West Elgin adjourn to a closed session to discuss labour relations or employee negotiations. DISPOSITION: Carried RES. NO. 3 Moved by Bodnar Seconded by Wiehle RESOLVED that the Council of the Municipality of West Elgin do now rise and report. NO. 4 Moved by Mooser Seconded by Wiehle RESOLVED that Council advertise internally for the position of “Acting Road Superintendent”: DISPOSITION: Carried SUBJECT: CONFIRMATION BY-LAW RES. NO. 5 Moved by Balint Seconded by Bodnar RESOLVED that the mover be granted leave to introduce a By-Law to st confirm the proceedings of the meeting of Council held on December 1, 2003 and this shall be the first and second reading and provisional adoption thereof. DISPOSITION: Carried RES. NO. 6 Moved by Wiehle Seconded by Mooser RESOLVED that a By-law to confirm the proceedings of the meeting of st Council held on December 1, 2003 be now read a third time and finally passed, signed, sealed and numbered By-law Number 2003-99 – Confirming By-law December 1 2003.
