NO. 1 Moved by Bandeen Seconded by Balint RESOLVED that the Council of the Municipality of West Elgin will hear the delegation from Janet Pinder Ms. Pinder attended Council to discuss the day camp program. A special needs child has registered for the program that requires one-on-one attention. There is funding available for additional staff to assist this child, firstly the parent received a subsidy for support worker and a summer placement grant. Council agreed that providing the program for special needs children is a principle of our programs. RES. NO. 2 Moved by Bandeen Seconded by Balint RESOLVED that Council authorize the hiring of an additional support worker on a as needed basis for the day camp program. SUBJECT: MINUTES RES. Council discussed the extent of mowing on road sides and it was agreed that two widths was appropriate other than at intersections and on Furnival Road south of Talbot Line. Parking issues that arose from the Policing Committee were discussed. There is a concern about parking adjacent to the Bank of Montreal in West Lorne and that the bank be approached regarding providing customer parking in their lot. It was suggested that additional signs be erected on Main Street in this area. The Road Superintendent is to discuss with the County. It was noted that parking is prohibited on the travelled portions of the road and vehicles are not to obstruct visibility when parking on the side of roads. SUBJECT: CINDY VANBREDA - REQUEST FOR PAYMENT FOR VEHICLE REPAIRS The Road Superintendent presented an invoice that was paid by Ms. VanBreda for repairs on her vehicle that she believes were caused by a pothole on Thomson Line. RES. NO. 4 Moved by Bandeen Seconded by Balint RESOLVED that Council of the Municipality of West Elgin hereby authorizes the payment of $27.50 plus taxes to Cindy VanBreda for vehicle repairs that were caused by a large pothole on Thomson Line. DISPOSITION: Defeated SUBJECT: RECREATION REPORT The Recreation Superintendent presented his regular monthly report. He further reported that the swimming pool will be opening on Saturday. SUBJECT: USE OF RODNEY RECREATION CENTRE AS EMEGENCY SHELTER It was noted that the Recreation Committee has been approached by the Elgin St. Thomas Housing Corporation regarding the use of the Rodney Recreation Centre for emergency temporary shelter. This is for the residents of 253 Ridout Street in case of emergency. RES. NO. 5 Moved by Bandeen Seconded by Balint RESOLVED that the Council of the Corporation of the Municipality of West Elgin hereby authorizes the Elgin and St. Thomas Housing Corporation to use the Rodney Recreation Centre as an emergency temporary shelter for the residents of 253 Ridout Street and this shall be incorporated into the municipality’s emergency plan. DISPOSITION: Carried SUBJECT: CANADA DAY “FREE SWIM” RES. NO. 6 Moved by Balint Seconded by Warwick RESOLVED that Council agrees to a “FREE SWIM” at the West Elgin st Community Pool from 2:00 p.m. to 4:00 p.m. on Canada Day, July 1, 2003. DISPOSITION: Carried June 12, 2003…Pg 3 of 10 SUBJECT: BY-LAW ENFORCEMENT The By-law Enforcement Officer presented his monthly report. Discussion arose regarding the issue of grass cutting and that property owners be reminded of the requirement to keep the grass cut. SUBJECT: BUILDING REPORT The Chief Building Official was not in attendance. Council reviewed his report for the month of April. In May ten permits were issued totalling $122,000.00 worth of construction. SUBJECT: WATER REPORT The Water Superintendent presented his monthly report. He presented Council with background information regarding the replacement of the 10” waterline on Graham Road. Tri-County Water Management Board had requested the investigation of alternatives for the replacement of this line. The option presented was based on the users on the 10” waterline being connected to the existing 16” waterline at the cost estimate of $140,000.00. It is now up to the Tri County Board to decide how they wish to proceed. SUBJECT: CLOSED SESSION RES. NO. 7 Moved by Bandeen Seconded by Balint RESOLVED that Council of the Municipality of West Elgin adjourn to a closed session to discuss personal matters about an identifiable individual. DISPOSITION: Carried RES. NO. 8 Moved by Warwick Seconded by Bandeen RESOLVED that Council of the Municipality of West Elgin do now rise. DISPOSITION: Carried DELEGATION: JIM HOLDAWAY, PORT GLASGOW YACHT CLUB Also in attendance: Andy Cipu, Bill Nicholson Mr. Holdaway attended Council to discuss future development at the marina. He requests Council give consideration to enhancing the Port Glasgow area by providing permanent washroom facilities with appropriate sewage disposal, providing a picnic shelter with barbeques and a clean beach. More people visiting Port Glasgow would benefit the Rodney business area. After discussion on these proposals Council determined that a professional plan should be completed for the entire area taking into consideration the marina, creek, bridge to beach, picnic shelter, washroom location and septic issue. SUBJECT: REQUEST FOR DRAINAGE REPORT – TONY SANTOS, WILLIAM STREET RES. NO. 9 Moved by Bandeen Seconded by Balint RESOLVED that the Council of the Municipality of West Elgin accepts the drainage Petition under Section 78 of the Drainage Act from Tony Santos for alterations to the William Street Drain.
