NO. 1 Moved by Warwick Seconded by Balint RESOLVED that the minutes of the meetings held on the following dates be adopted as printed and circulated. th February 13, 2003 Council h February 120, 2003 Special Session th February 27, 2003 Council DISPOSITION : Carried SUBJECT: ROAD REPORT The Road Superintendent presented his monthly report. He advised that due to the st weather the winter night shift will be extended to March 21 and will review weekly after that date. He reported to Council that a stop sign should be installed at the intersection of Evandale Street south and William Street. Council directed that the necessary by-law be brought forward at the next meeting. SUBJECT: WATER REPORT The Water Superintendent presented his regular monthly report. He further reported that the Mayor, Deputy Mayor and himself had attended a public meeting in Wardsville regarding the extension of water services to that area. It was noted that the Mayor had requested that consideration be given to extending water service under the river to Beattie Haven and the Water Superintendent will be doing a survey with residents to determine who would be interested in hooking up to a waterline in this area. The Water Superintendent reported that the users on the old 10” waterline from Eagle to West Lorne are complaining about the water quality. It was noted that Tri County not West Elgin owns this waterline and negotiations are ongoing with Tri County on the status of this line. March 13, 2003…Pg 2 of 7 SUBJECT: CLOSED SESSION RES. NO. 2 Moved by Balint Seconded by Warwick RESOLVED that Council of the Municipality of West Elgin adjourn to a closed session to discuss a proposed or pending acquisition or disposition of land. DISPOSITION: Carried RES. NO. 3 Moved by Warwick Seconded by Balint RESOLVED that Council of the Municipality of West Elgin do now rise. DISPOSITION: Carried SUBJECT: RECREATION REPORT The was not in attendance. Council reviewed the monthly Recreation Superintendent report. SUBJECT: BUILDING REPORT The Chief Building Official was not in attendance. Council reviewed his report for the month of January. In February five permits were issued totalling $535,000.00 worth of construction. SUBJECT: BY-LAW ENFORCEMENT The By-law Enforcement Officer was not in attendance. Council reviewed the monthly report and requested the Clerk obtain more details on two items. SUBJECT: PETITION FOR DRAIN MAINTEANCE – BONN DRAIN RES. NO. 4 Moved by Balint Seconded by Warwick RESOLVED that the Council of the Municipality of West Elgin accepts the drainage Petition under Section 78 of the Drainage Act from K & M Howard for alterations to the Bonn Drain. DISPOSITION: Carried SUBJECT: ACCOUNTS VOUCHER RES. NO.5 Moved by Warwick Seconded by Balint RESOLVED that the Mayor and Administrator/Treasurer be and they are hereby authorized to sign Payment Voucher #3, amounting to $762,428.63, in settlement of General, Road and Water Accounts (including cheques #5876 – 6088 plus General/Road/Water payroll, plus including Arena Voucher #3, cheques #1546 – 1588 in the amount of $18,496.00). NO.6 Moved by Balint Seconded by Warwick RESOLVED that the mover be granted leave to introduce a by-law to authorize the signing of a General Release Agreement with William A. Smith Construction and that this by-law shall be the first and second reading and provisional adoption thereof. DISPOSITION: Carried RES. NO. 7 Moved by Warwick Seconded by Balint RESOLVED that a By-law to authorize the signing of a General Release Agreement with William A. Smith Construction and this by-law shall hereby be read a third time and finally passed, signed, sealed and numbered By- law Number 2003-18– General Release Agreement – William A. Smith Construction DISPOSITION: Carried SUBJECT: BY-LAW NO. 2003-17 – AGREEMENT: ONTARIO ONE CALL RES. NO.8 Moved by Warwick Seconded by Balint RESOLVED that the mover be granted leave to introduce a by-law to authorize the execution of an Agreement between the Corporation of the Municipality of West Elgin and Ontario One Call and that this by-law shall be the first and second reading and provisional adoption thereof. DISPOSITION: Carried RES. NO. 9 Moved by Balint Seconded by Warwick RESOLVED that a By-law to authorize the execution of an agreement between the Corporation of the Municipality of West Elgin and Ontario One Call for the purpose of receiving information and servicing regarding the municipality’s underground plant and this by-law shall hereby be read a third time and finally passed, signed, sealed and numbered By-law Number 2003-17– Agreement – Ontario One Call. DISPOSITION: Carried SUBJECT: CORRESPONDENCE 1.* Ministry of Finance – information on reassessment for 2003 taxation year Instruction: File 2.* Tim and Cindy Horvat – water bill RES. NO. 10 Moved by Balint Seconded by Warwick RESOLVED that Council waive sewage charge of $279.40 on 102 Furnival Road as the building was vacant. DISPOSITION: Carried 3.* Municipality of Trent Hills – request for support of resolution regarding funding for mandated drinking water system upgrades. March 13, 2003…Pg 4 of 7 RES. NO. 11 Moved by Warwick Seconded by Balint RESOLVED that Council of the Municipality of West Elgin is in support of a resolution put forth by the Municipality of Trent Hills that requests the Province of Ontario to establish a new funding formula be developed to eliminate the high cost associated with mandated drinking water system upgrades. DISPOSITION: Carried 4.* City of Thorold – request for support of resolution regarding implementation of the Romanow Report RES. NO. 12 Moved by Balint Seconded by Warwick RESOLVED that Council of the Municipality of West Elgin is in support of a resolution put forth by the City of Thorold that requests the federal and provincial governments to implement the recommendations contained in the Romanow Report. DISPOSITION: Carried DELEGATION: HARRY MEZENBERG, DOUG GRAHAM RE: COMMUNITY HEALTH CENTRE Mr. Mezenberg reported to Council that there was a small piece of land at the rear of the buildings on Graham Road that is in private ownership and should be acquired for this project as it affects the layout of the parking lot and future utility connections. Council agreed with the proposal and once the survey is completed, negotiations will be finalized and the legal work completed. Construction is scheduled to begin next week and a Project Manager has been hired. Arrangements need to be made with Hydro One for their service across the property, probably underground. SUBJECT: THAMES VALLEY TRILLIUM FUND Mr. Mezenberg presented a report on the allocation of funds under the Trillium Foundation for 2002/2003. He reported that municipalities would now be able to apply for grants under this program for arts/cultural and sports/recreation projects.
