The Mayor opened this Special Session of Council at 9:30 a.m. and explained the
purpose of the meeting was to continue discussions on the new Official Plan and issues
that require Council attention prior to the next regular meeting.
SUBJECT: NEW OFFICIAL PLAN
The Planner presented Council with the Draft Background Report for the new Official
Plan. After review by Council, the next step is to convene a meeting with technical
agencies. Items discussed included the following:

Providing services for the land north of West Lorne and Rodney still need to be
evaluated.
?
With regard to the lakeshore area, infrastructure improvements would encourage
development in this area; e.g. road/access improvement, waterlines
?
Phasing for the lakeshore designation could be included in the new plan. First
phase being from Port Glasgow to Eagle, then west from Port Glasgow.
?
Consideration be given to u\beautification program at Port Glasgow
?
Future recreation possibilities – golf course
?
Continue with Main Street improvements in villages
Council will review the document for any suggestions/revisions and discuss again at

meeting on May 22, 2003. At that meeting, the Planner will submit a schedule with to
goal to adopt the new Official Plan in this term of Council.
SUBJECT: DRIVER & VEHICLE LICENSING OFFICE
It has been proposed that the municipality submit a proposal for the Driver & Vehicle
Licensing Office to be located at the old Rodney Town Hall. The
Administrator/Treasurer presented a proposed budget for start-up costs and operating
costs. She noted that a 5 year agreement with the Ministry of Transportation is
required. It is proposed to have PCRC staff operate the office. The municipality would
undertake the capital improvements to the building. It was reported that Fordham

Motors and Miller Motors have indicated they would contribute to these capital costs.
Any operating deficit at year-end would ultimately be the responsibility of the
municipality.
After discussion on the merits of having the licensing office in the village of Rodney, the
following resolution was introduced:

RESOLVED that the Council of the Corporation of the Municipality of West
Elgin hereby authorizes the submission of a RFP for a Driver and Vehicle
Issuing Office (RFP#2003-lCP-003), and
FURTHER BE IT RESOLVED that the Mayor, Clerk and/or
Administrator/Treasurer be authorized to sign the necessary documents.

SUBJECT: FOUR COUNTIES TRANSIT VEHICLE
RES. NO. 2 Moved by Balint

RESOLVED that the Council of the Municipality of West Elgin accept the
tender from Pearson Bus Lines in the amount of $54,229.00 plus GST for
a 14 passenger diesel transit vehicle.

RESOLVED that the mover be granted leave to introduce a By-Law to

confirm the proceedings of the meeting of Council held on May 15, 2003
and this shall be the first and second reading and provisional adoption
thereof.
