Mayor McPhail called the meeting to order at 9:30 a.m. The Clerk informed those
present that notice of this meeting had been given under Section 34(12) of the Planning
Act by prepaid first class mail to all assessed owners within 150 metres of the subject
property as well as provincial agencies and ministries as prescribed by regulation.
Correspondence was received from Lower Thames Valley Conservation Authority
indicating they have no objections.
Mr. Smith, Planning Consultant outlined the request to change the zoning of lands in
Part Lot7, Concession III, from the Agricultural (A1) Zone to the Special Agricultural (A2)
Zone and to the “site-specific” Agricultural (A1-42) Zone. The rezoning is a result of
conditions imposed by the County of Elgin Land Division Committee for a severance
application. The lands to be zoned Special Agricultural (A2) comprise a irregularly-
shaped parcel having an area of 8,876.7 square metres (2.2 acres) and a depth of 113.6
metes (373 feet) and a frontage of 91 metres (299 feet) on McLean Line. The existing
single unit dwelling was erected in 1890. The permitted uses of the A2 Zone include a
single unit dwelling, a home occupation, a home occupation and an accessory use. The
lot would satisfy the minimum lot area, maximum lot area and minimum lot frontage
requirements (4,000 sq. m., 1.0 ha. and 50 m. respectively) of the A2 zone. The lands
proposed to be zoned ‘site-specific’ Agricultural (A1-42) comprise the remainder of the
farm having a frontage of approximately 531 metres (1,742 feet) on McLean Line and an
area of 62 hectares (153 acres). Buildings and structures include two barns and a
corncrib. The proposed ‘site-specific’ (A1-42) zoning prohibits the erection of a dwelling
on this parcel in accordance with the Official Plan and a corresponding condition
imposed by the Land Division Committee in granting Application for Consent. The
subject lands are designated ‘Aggregate Resources’ and ‘Agricultural’ in the Township of
Aldborough Official Plan. The proposed by-law is considered to be in conformity with the
Plan.

Councillor Bandeen enquired about the proposed easement to the existing well. The
Clerk noted that the easement would be registered on title in favour of the owner of the
severed parcel and that she had been in discussion with the applicant’s lawyer
