October 23, 2003 Council M I N U T E S OF THE CORPORATION OF THE MUNICIPALITY OF WEST ELGIN WEST ELGIN COUNCIL CHAMBERS OCTOBER 23, 2003 MEMBERS PRESENT: Mayor Duncan McPhail, Deputy Mayor Graham Warwick Councillors: Trudy Balint, Brad Bandeen, Michael Mooser STAFF PRESENT: Joanne Groch Administrator/Treasurer Norma Bryant Clerk ALSO PRESENT: Ted Halwa Planning Consultant SUBJECT: PUBLIC MEETINGS Council adjourned to hold Public Meetings for the Fordham and Wolf rezoning applications and resumed their Regular Session thereafter. DELEGATION: PROPOSED SEVERANCE – LOT 16, CONCESSION II DIANNE PROW, RICHARD HADASH Mrs. Prow appeared before Council to request support of a proposed severance of a one-acre parcel from 50 acres parcel located in Lot 16, Concession II for retirement purposes. It was reported that the original house was burnt down and replaced in 1993. Mr. Hadash noted the buildings will probably be torn down. Council noted that they have no objections to the proposal subject to the usual conditions. SUBJECT: MELODY FELLOWSHIP CHURCH OFFICIAL PLAN AND ZONING AMENDMENT APPLICATION Council reviewed a report submitted by the Planner, which outlined four options for Council to consider as well as planning considerations. After discussion, it was determined that Council had sufficient information to make a decision at this time. RES. NO. 1 Moved by Mooser Seconded by Balint Whereas having duly considered the options available to it and the relevant planning issues and considerations, And whereas having had regard to the Provincial Policy Statement; Therefore be it resolved that the Council of the Municipality of West Elgin hereby refuses the applications of Melody Fellowship Church, Part of 19, Concession 11, for an amendment to the Official Plan and Zoning By-law on the basis that the applicant has not adequately demonstrated the availability and suitability of alternative sites, nor justified the loss of agricultural land. DISPOSITION: Carried October 23, 2003…Pg 2 of 4 SUBJECT: PORT GLASGOW HARBOUR STUDY The Planner presented a status report on the Port Glasgow Harbour Study and Master Plan. He reported that they are awaiting topographical maps from the Conservation Authority. He presented a map showing the existing uses on the site, both on municipal and Yacht Club properties. When the topographical mapping is available, discussions will continue with the Yacht Club and Council as well as providing the public an opportunity to provide input. SUBJECT: ECONOMIC DEVLEOPMENT IN ELGIN The Planner reported on a seminar presented by the Canadian Urban Institute and the Elgin Community Futures Development Corporation in Aylmer on October 8, 2003 regarding the above noted subject. SUBJECT: PROPERTY STANDARDS COMMITTEE Council adjourned to sit as the Property Standards Committee and resumed their Regular Session thereafter. SUBJECT: CORRESPONDENCE 1.* Ontario Coalition for Better Child Care (OCBCC) – proclamation of “Child Care Worker & Early Childhood Educator Appreciation Day” Instruction: File 2.* Optimist Club of West Lorne – Adult Fun Night, February 28, 2004. DISPOSITION: Carried SUBJECT: BY-LAW 2003-84 – ZONE AMENDMENT – WOLF PART OF LOT 12, CONCESSION III, WD RES. NO. 4 Moved by Bandeen Seconded by Mooser RESOLVED that the mover be granted leave to introduce a By-law to amend Township of Aldborough Zoning By-law No. 90-50, to change the October 23, 2003…Pg 3 of 4 zoning of lands in Part of Lot 12, Concession III, Western Division, from the Agricultural (A1) Zone to the Rural Residential Three (RR3) Zone and to the “site-specific” Agricultural (A1-45) Zone, and that this shall be the first and second reading and provisional adoption thereof. NO. 5 Moved by Warwick Seconded by Balint RESOLVED that a by-law to amend The Township of Aldborough Zoning By-law No. 90-50 to change the zoning of lands in Part of Lot 12, Concession III, Western Division, from the Agricultural (A1) Zone to the Rural Residential (RR3) Zone and to the “site-specific” Agricultural (A1-45) Zone and shall now be read a third time and finally passed, signed, sealed and numbered By-law Number 2003-84 – Zone Amendment – A & E Wolf DISPOSITION: Carried SUBJECT: TENDER FOR RODNEY RECREATION CENTRE ROOF The following quotes were received for Rodney Recreation Centre roof replacement: 1. Keller Roofing $ 36,995.00 plus GST 2. H & N Roofing $ 49,345.00 plus GST 3. Smith-Peat Roofing $ 48,655.00 plus GST Discussion arose regarding the placement of heating and air conditioning unit on the roof. Council determined that these units should not be on the roof and directed that Spriet Associates be contacted to have a mechanical engineer evaluate the heating and air conditioning system for the building. As this could affect the roof, the awarding of the roof tenders was deferred to the next meeting. SUBJECT: APPOINTMENT TO ELGIN COUNTY LAND DIVISION COMMITTEE The Mayor did not participate in any discussion or voting on the following resolution. RES. NO. 6 Moved by Balint Seconded by Mooser RESOLVED that Council of the Municipality of West Elgin hereby nominates Duncan McPhail to represent West Elgin on the Elgin County Land Division Committee. DISPOSITON: Carried SUBJECT: WEST LORNE SANTA CLAUS PARADE The Clerk reported that Mr. Eagleson had informed her that there was not enough room in West Elgin Community Health Centre for Santa to meet the children after the parade. Council agreed that the West Lorne Fire Hall was a good location and Councillor Mooser will advise the fire department. RES. NO. 7 Moved by Mooser Seconded by Warwick RESOLVED that Council of the Municipality of West Elgin supports the request of the West Lorne Santa Claus Parade Committee to close Graham Road from Gilbert Street to Maple Street and Main Street from th Ridge Street to Wood Street on Friday December 5, 2003 from 7:00 p.m. to 8:00 p.m. DISPOSITION: Carried October 23, 2003…Pg. 4of 4 SUBJECT: FALL LEAF COLLECTION The Clerk advised that the fall leaf collection for Rodney and West Lorne has been thth scheduled for November 10 and the final collection for November 24, 2003. NO. 8 Moved by Balint Seconded by Bandeen RESOLVED that the Council of the Municipality of West Elgin adjourn to a closed session to discuss personal matters about an identifiable individual.
