Mayor McPhail called the meeting to order at 10:00 a.m. The Clerk informed those
present that notice of this meeting had been given under Section 34(12) of the Planning
Act by prepaid first class mail to all assessed owners within 150 metres of the subject
property as well as provincial agencies and ministries as prescribed by regulation.
Correspondence was received from the Lower Thames Valley Conservation Authority
indicating no objections. A letter was also received from George Quinton, which
supported the application.
The Planner outlined the request to change the zoning of lands in Part Lot 12,
Concession III, from the Agricultural (A1) Zone to the Rural Residential Three (RR3)
Zone and to the “site-specific” Agricultural (A1-45) Zone. The rezoning is a result of
conditions imposed by the County of Elgin Land Division Committee for a severance
application for the purposes of disposing a surplus farm dwelling. The lands to be zoned
Rural Residential Three (RR3) comprise a rectangularly-shaped parcel having an area
of 3,948 square metres (1.0 acre), a depth of 84 metres (276 feet) and a frontage of 47
metres (154 feet) on McLean Line. The existing single unit dwelling comprises a century
farmhouse. The permitted uses of the RR3 Zone include a single unit dwelling, a home
occupation and an accessory use. The lot would satisfy the minimum lot area, maximum
lot area and minimum lot frontage requirements (1,850 sq. m., 4000 sq. m. and 30 m.
respectively) of the RR3 zone. The lands proposed to be zoned ‘site-specific’
Agricultural (A1-45) comprise the remainder of the farm having a frontage of
approximately 238 metres (781 feet) on McLean Line and an area of 19.8 hectares (49
acres). The proposed ‘site-specific’ (A1-45) zoning would prohibit the erection of a
dwelling on this parcel in accordance with the Official and a corresponding condition
imposed by the Land Division Committee upon granting the Application for Consent.
The subject lands are designated Agricultural’ in the Township of Aldborough Official
Plan. The proposed amendment is considered to be in conformity with the Plan.
