September 04, 2003 Waste Management Committee WASTE MANAGEMENT COMMITTEE TH SEPTEMBER 4, 2003 1:30 p.m. MUNICIPALITY OF WEST ELGIN COUNCIL CHAMBERS PRESENT: Deputy Mayor Graham Warwick, Mayor Duncan McPhail Clerk Norma Bryant, Sam Kirschner, Darlene Kirschner, Jack Falkins. The Deputy Mayor called the meeting to order at 1:30 p.m. The minutes of September 23, 2002 were reviewed. The Deputy Mayor reported that the municipality has received a report from the Ministry of Environment after a site inspection on April 30, 2003. It was noted that MOE did not request any action and commended the recycling efforts. However, it is suggested the operational and development plans be updated. This will be referred to the new council. Discussion arose regarding household hazardous waste with no conclusion. It was reported that ratepayers have been raised concerns that grass, leaves and garden refuge is not accepted at the landfill. Brush and hedge trimmings can be burned. People are encouraged to compost, extends the life of the landfill. No change in policy was suggested. Jack Falkins advised that he has arranged for a location for fall leaf collection. Discussion arose regarding a spring leaf collection as due to the wet, snowy fall last year not all leaves were collected resulting in leaves being left out for collection in the spring. It was decided to evaluate the situation in the spring. Recycling – markets are not great, but recycling particularly plastic which are increasing, saves volume in our landfill. It was reported that payment had been received for coloured glass. With regard to advertising of leaf collection, spring clean-up etc. the Deputy Mayor suggested that pictures be added to the advertisements as people are missing the ads. Correspondence from Rechargeable Battery Corporation of Canada was reviewed and filed. The meeting adjourned at 2:25 p.m.
