September 25, 2003 Public Meeting Krebs M I N U T E S OF THE CORPORATION OF THE MUNICIPALITY OF WEST ELGIN PUBLIC MEETING WEST ELGIN COUNCIL CHAMBERS SEPTEMBER 25, 2003 MEMBERS PRESENT: Mayor Duncan McPhail, Deputy Mayor Graham Warwick Councillors: Trudy Balint, Brad Bandeen, Mike Mooser STAFF PRESENT: Joanne Groch Administrator/Treasurer Norma Bryant Clerk ALSO IN ATTENDANCE: Ted Halwa Planning Consultant SUBJECT: REZONING – PART LOT GORE & LOT 24, CONC IV, EASTERN DIVISION – JOHN KREBS & JOSEPH KREBS JR. Mayor McPhail called the meeting to order at 7:25 p.m. The Clerk informed those present that notice of this meeting had been given under Section 34(12) of the Planning Act by prepaid first class mail to all assessed owners within 150 metres of the subject property as well as provincial agencies and ministries as prescribed by regulation. Correspondence was received from the Lower Thames Valley Conservation Authority which has no objections. The Planner outlined the request to change the zoning of lands in Part Lot 24 and part of Lot Gore, Concession IV, Eastern Division, from the Agricultural (A1) Zone to the “site- specific” Agricultural (A1-43) Zone. The rezoning is a result of conditions imposed by the County of Elgin Land Division Committee for an application to sever a 60.7 hectare (150 acre) parcel into two smaller parcels. The lands to be zoned “site-specific” (A1-43) – Parcel ‘A’ comprises a parcel having a frontage of 302 metres (991 feet) on Downie Line and an area of 20.2 hectares (50 acres). The parcel is devoid of building or structures and has been largely cleared for agricultural purposes. Parcel ‘B’ comprises a parcel having a frontage of 603 metres (1,980 feet) on Downie Line and an area of 40.5 hectares (100 acres). This parcel is occupied by a single unit dwelling and various farm buildings and structures. The “site-specific” (A1-43) zoning prohibits the erection of more than one dwelling on the above noted lots. Both lots satisfy the minimum lot area and lot frontage requirements (19 ha. and 150 m respectively) of the A1 zone.
