September 25, 2003 Public Rezoning Meeting CSR M I N U T E S OF THE CORPORATION OF THE MUNICIPALITY OF WEST ELGIN PUBLIC MEETING WEST ELGIN COUNCIL CHAMBERS SEPTEMBER 25, 2003 MEMBERS PRESENT: Mayor Duncan McPhail, Deputy Mayor Graham Warwick Councillors: Trudy Balint, Brad Bandeen, Mike Mooser STAFF PRESENT: Joanne Groch Administrator/Treasurer Norma Bryant Clerk ALSO IN ATTENDANCE: Ted Halwa Planning Consultant SUBJECT: REZONING – PART LOT B, CONC VII, WESTERN DIVISION – CANADA SOUTHERN RAILWAY Also in attendance: Jim Crane Mayor McPhail called the meeting to order at 7:20 p.m. The Clerk informed those present that notice of this meeting had been given under Section 34(12) of the Planning Act by prepaid first class mail to all assessed owners within 150 metres of the subject property as well as provincial agencies and ministries as prescribed by regulation. Correspondence was received from the Lower Thames Valley Conservation Authority which has no objections. The Planner outlined the request to change the zoning of lands in Part Lot B, Concession VII, Western Division, from the Agricultural (A1) Zone to the “site-specific” Agricultural (A1-44) Zone. The rezoning is necessary to maintain compliance with the Zoning By-law and fulfill condition imposed by the County of Elgin Land Division Committee. The subject lands have an irregular depth and an area of 27.7 hectares (68.4 acres) but does not have frontage on a public road. The parcel, which features low-lying and wooded areas, is devoid of buildings and structures. Permitted uses of the A1 zone include agricultural uses, forestry uses and a single unit dwelling. Access to the parcel would be provided to Downie Line by means of a registered easement in perpetuity over lands owned by the municipality. The ‘site-specific’ (A1-44) zoning permits the creation of a lot which does not otherwise have frontage on a public roads as required under Section 4.10 of the Zoning By-law and in accordance with a corresponding condition imposed by the Committee in granting the Application for Consent. The subject lands are designated ‘Aggregate Resources’ in the Township of Aldborough Official Plan. The proposed amendment is considered to be in conformity with the Plan.
