April 15, 2004 Special Meeting M I N U T E S OF THE CORPORATION OF THE MUNICIPALITY OF WEST ELGIN SPECIAL SESSION APRIL 15, 2004 MEMBERS PRESENT: Mayor Graham Warwick, Deputy Mayor Wiehle Councillors: Trudy Balint, Mary Bodnar, Michael Mooser STAFF PRESENT: Joanne Groch Administrator/Treasurer Norma Bryant Clerk Lloyd Jarvis Water Superintendent Janet Johnston Deputy Treasurer The Mayor opened this Special Session of Council at 9:30 a.m. and explained the purpose of the meeting was to discuss the 2004 budget and complete the balance of the th April 8 agenda. SUBJECT: WATER DEPARTMENT BUDGET The Administrator/Treasurer presented the budget for the Water Department. She noted that the Cost of Water should be changed to $416,000 giving a net loss of $134,725, which will be financed from surplus. The following capital projects were proposed: ? Finney Street to Queen Street ? Queen Street east & west ? Beattie Haven line ? Hickory Grove line Council directed that even if a waterline is not extended from Finney to Graham, staff pursue the purchase of lands for road purposes. Council agreed with the budget and projects subject to review of water rates after Tri-County have determined their rates. SUBJECT: FINNEY TO QUEEN STREET WATERLINE EXTENSION To provide water to Queen Street customers, it is proposed to extend the waterline from Finney Street. Land will be needed for waterline from Finney to Graham and could be used for a road access as well. Discussion ensued regarding the financial implications of requesting a connection to the Southwest Middlesex waterline along Graham Road rather that the proposed extension. Tile Loan Debentures ? Reserves ? Trust Funds Council agreed in principle with the amounts presented with the following changes: ? Miscellaneous Projects, add - $20,000 for bailey bridge/sidewalks - $20,000 for economic development ? Grants & Donations, change - Plowing Match to $300 (for 3 years) - Senior Games to $500 add - Banners $2,000 ? West Lorne Fire, change - Christmas party to $500 Council will consider the final budget at a future meeting. SUBJECT: PORT GLASGOW MARINA SEWAGE SYSTEM The Water Superintendent reported that the Ministry of Environment is requiring a Class EA be completed for the Port Glasgow Marina sewage system project. RES. NO. 2 Moved by Balint Seconded by Wiehle RESOLVED that Council authorize Spriet Associates undertake a Class EA for the Port Glasgow Marina Sewage System. th Council returned to the April 8, 2004 agenda. NO. 3 Moved by Wiehle Seconded by Mooser RESOLVED that the mover be granted leave to introduce a by-law to amend By-law 2002-15, being a by-law for licensing and regulating the keeping of animals and prohibiting the running at large of dogs within the limits of the Corporation of the Municipality of West Elgin and this shall be the first and second reading and provisional adoption thereof. DISPOSITION: Carried RES. NO. 4 Moved by Mooser Seconded by Wiehle RESOLVED that a By-law to amend By-law 2002-15, being a by-law for licensing and regulating the keeping of animals and prohibiting the running at large of dogs within the limits of the Corporation of the Municipality of West Elgin be now read a third time and finally passed, signed, sealed and numbered By-law Number 2004-24 – Amend By-law 2002-15, Animal Control. NO. 5 Moved by Bodnar Seconded by Balint RESOLVED that the mover be granted leave to introduce a by-law to adopt road classification for municipal highways and this shall be the first and second reading and provisional adoption thereof. NO. 6 Moved by Balint Seconded by Bodnar RESOLVED that a By-law to adopt road classification for municipal highways be now read a third time and finally passed, signed, sealed and numbered By-law Number 2004-25 – Road Classifications. DISPOSITION: Carried SUBJECT: BUDGET FOR POLICE SERVICES BOARD RES. NO. 7 Moved by Mooser Seconded by Wiehle RESOLVED that Council of the Municipality of West Elgin approved the 2004 Budget for the Elgin Group Police Services Board in the amount of $19,787.00, West Elgin share being $2,948.00. DISPOSITION: Carried SUBJECT: DRAFT AGREEMENT WITH PORT GLASGOW YACHT CLUB RE: SEWAGE SYSTEM Council reviewed the draft agreement with the Port Glasgow Yacht Club with the municipality to permit the Yacht Club the right to access the municipal sewage disposal system. The Yacht Club will maintain the comfort station. Regarding the annual amount to be paid by the Yacht Club, Council agreed that a clause should be added “This amount be re-negotiated as deemed necessary by the municipal council”. The Mayor will meet with members of the Yacht Club to review the agreement. SUBJECT: TOPOGRAPHIC MAPPING FOR PORT GLASGOW The following topographic mapping quotes were received by Council: 1. Farncomb Kirkpatrick & Sterling Surveying - $6,300.00 plus taxes + $600.00 for additional flight 2. Marshall Macklin Monaghan - $9,985.00 plus taxes RES. NO. 13 Moved by Balint Seconded by Bodnar RESOVLED that Council accept the quotation from Farncomb Kirkpatrick & Sterling Surveying Ltd. for topographic mapping for Port Glasgow in the amount of $6,900.00 plus GST. DISPOSITION: Carried SUBJECT: TRUCK PARKING ON MONROE STREET Councillor Mooser enquired if parking for trucks with reefers could be limited to the lands behind the new Health Centre. The Mayor noted that work needs to be done on those lands and has been included in this year’s budget. SUBJECT: CONFIRMATION BY-LAW RES.
