The Mayor called the meeting to order at 9:30 a.m.. The Clerk informed those present
that notice of this meeting had been given under Section 34(12) of the Planning Act by
prepaid first class mail to all assessed owners within 150 metres of the subject property
as well as provincial agencies and ministries as prescribed by regulation.
Correspondence was read from Mr. McKillop.
The Planner outlined the request to change the zoning of lands situated on the north
side of Talbot Line (County Road No. 3) west of the Hamlet of Eagle, being part of Lots
16 & 17, Concession I2, from the Agricultural (A1) Zone to the Special Agricultural (A2)
Zone and to the ‘site-specific’ Agricultural (A1-48 and A1-49) Zone.
The re-zoning is necessary to maintain compliance with the Zoning By-law and fulfill a
condition imposed by the County of Elgin Land Division Committee in granting
permission to sever an irregular shaped parcel out of a larger area of 164.3 hectare (406
acres) to be used for agricultural purposes (Application for Consent E82/03). In addition,
permission was granted (Application for Consent E83/03) to sever a much smaller lot out
of the parcel for retirement purposes.
The lands zoned ‘site-specific’ Agricultural (A1-48 & A1-49) comprise Parcel A and
Parcel B respectively as shown on the key map. The larger and westernmost parcel has
a frontage of approximately 417 metres (1,370 feet) on Talbot Line and an area of

approximately 142 hectares (350 acres). The ‘site-specific’ A1-48) zoning restricts the
number of dwellings on the parcel to one. The easternmost parcel, having an area of 22
hectares (54.4 acres) and a frontage of 324 metres (1,063 ft) would continue to be used
for agricultural purposes. The ‘site-specific’ (A1-49) zoning prohibits a single unit
dwelling from being erected on the parcel The restrictions on new dwellings being
erected is in accordance with the Official Plan for the Township of Aldborough and would
fulfill conditions of consent imposed by the Land Division Committee.
The lands zoned Special Agricultural (A2) comprise a rectangularly-shaped parcel
having an area of 6,351 square metres (1.6 acres), a depth of 73 metres (240 ft) and a
frontage of 87 metres (285 feet) on Talbot Line (being Parcel C as shown on the key
map). The parcel is occupied by a single unit dwelling, being the owners’ residence.
Permitted uses of the A2 zone include a single unit dwelling, a home occupation, an
agricultural use and an accessory use. The lot satisfies the minimum lot area, maximum
lot area and minimum lot frontage requirements (4,000 sq. m., 1 ha and 50 m
respectively) of the A2 zone.
The subject lands are designated 'Agricultural' and 'Hazard Lands' in the Township of
Aldborough Official Plan. The By-law is considered to be in conformity with the Plan.
