SUBJECT: ROADS REPORT
The Roads Foreman presented the monthly report. There was discussion on the
maintenance of the sidewalks/curbs in the villages – curbs are dirty, weeds in sidewalks,
sidewalk cutting not cleaned up properly. Council requested that a report be given at the
next meeting as to the division of responsibilities for sidewalk maintenance. The street
sweeper will be in next week to do the villages. The work is ongoing on the Silver Clay
drainage project.
Deputy Mayor Wiehle entered the meeting at this time.
SUBJECT: RECREATION REPORT
The Recreation Superintendent presented his monthly report. He noted that the
painting might not be completed prior to the fair. There was discussion on the Scout
Hall. Jeff is to find out who is in charge of the building. The Administrator reported that
the Scout Hall is owned and insured by the municipality. Previously the Scouts have
maintained the building. Councillor Balint reported that she had inspected the
grandstands and the work required.

The Water Superintendent presented his monthly report.
SUBJECT: PORT GLASGOW FISH FRY

RESOLVED that $500.00 be donated towards entertainment for the
August Fish Fry.

SUBJECT: TRI COUNTY WATER COMMITTEE
Councillor Mooser reported on the meeting held on August 9th. The Committee
approved of the antenna for the high-speed Internet access being located on the West
Lorne Water Tower. The inter-connection between the Dutton/Dunwich system and the
West Elgin system on Marsh Line and Pioneer Line was approved. The engineer’s
report on asset management was not approved with further information being
requested. With the fire at Dutton, the system had the highest volume usage to date.
The OCWA staff were able to direct the flow of water to Dutton in this emergency
situation and reduce flows to West Elgin and SW Middlesex.
SUBJECT: BY-LAW ENFORCEMENT
The By-law Enforcement Officer presented his monthly report. The Administrator
advised that the Clearing of Land By-law is at the lawyers.
SUBJECT: BUILDING DEPARTMENT
The Chief Building Official was not in attendance. Council reviewed his monthly reports
for May, June and July. In May, nine permits were issued totalling $120,400 worth of
construction. In June, eighteen permits were issued totalling $1,079,360 worth of
construction. In July, eleven permits were issued totalling $698,950 worth of
construction.
SUBJECT: LEGION TAXATION
Mayor Warwick reported that County Council had approved a rebate of taxes for the
Legions.
SUBJECT: BY-LAW 2004-60 – EMERGENCY MANAGEMENT PROGRAM

authorize an Emergency Management Program and this shall be the first
and second reading and provisional adoption thereof.

1.* Township of Malahide – request for support of a reduction of police service area
due to annexation to Alymer.

RESOLVED that Council of the Corporation of the Municipality of West
Elgin has no objections to the reduction in the police services area of the
OPP, being the lands occupied by the East Elgin Community Complex
east to the present Town of Alymer boundary.

2.* Town of Iroquois Falls – request for support of a resolution requesting the
Province to make gas tax available to all Ontario municipalities

RESOLVED that Council of the Municipality of West Elgin is in support of a
resolution put forth by the Town of Iroquois Falls that petitions the
McGuinty Government to make the gas tax available to all Ontario
municipalities and that the funds be dispersed on a system such as
equalized assessment to ensure fair distribution.

3.* Township of Severn – request for support of a resolution requesting the Province
to fund municipal emergency planning.

5.* Township of Essa – request for support of a resolution regarding volunteer
firefighters.

resolution put forth by the Township of Essa that urges the Provincial
Government to enact legislation to protect the employment rights of double
hatter fire fighters.

6.* City of Cornwall – request for support of a resolution regarding the Ontarians with
Disabilities Act

resolution put forth by the City of Cornwall that requests the Province to
provide special funding for staffing to comply with the Ontarians with

following comments regarding Severance Application E80/04 as applied for
by Vytautas Jasinskas.
Council approves the severance.

Subject to drainage outlet & drainage agreement if required
Subject to requirements of the Municipal Road Department regarding
access and/or drainage.

SUBJECT: WEST LORNE FIREMEN – DANCE AT IGA PARKING LOT
The Administrator reported that the insurance coverage documents had been faxed to
Mrs. McGill.

RESOLVED that Council of the Corporation of the Municipality of West
Elgin approves of the West Lorne firemen holding a street dance on
August 14, 2004 in the IGA parking lot at 170 Main Street West Lorne and
also approves of the serving of alcohol.

SUBJECT: PLANNING RESPONSE – GROWING STRONG RURAL COMMUNITIES
Council reviewed a submission from Ted Halwa that he had prepared on council’s
concerns. A change was made to the last sentence. Ted will forward these comments
along with a letter and the workbook to the Ministry.
SUBJECT: MISCELLANEOUS ITEMS
Deputy Mayor Wiehle reported that during the construction at Erie Flooring parking is
being allowed on the fire routes on Jane Street. This was arranged with the Fire Chief
and Road Department on a temporary basis only.
Council briefly discussed seasonal campgrounds and concerns with full time occupancy.
Council will discuss this further at a future meeting.
Councillor Balint mentioned concerns re the ambulance service and the newspaper
article. Mayor Warwick noted that the ambulance service is handled through the County.
Rodney has 24-hour coverage while Dutton/Dunwich has 12 hours with 12-hour
standby. The rural areas have problems that the cities don’t have in the distance
travelled and the lack of volume. The full-time fireman in cities can be the backup for the
ambulance crews. In the rural areas we have volunteer firemen who should not be
responsible for emergency response for ambulance calls. Graham will continue to bring
up our rural concerns at County Council.
