He reported on a parking problem on Jane and Finney Streets in West Lorne. Contractors that are working at Erie Flooring are parking in No Parking areas, buses cannot see around corner. Amtelecom are experiencing problems installing the cable. After discussion Council directed that the OPP be requested to ticket those cars in areas signed as “No Parking” and corners in accordance with the parking by-law. Erie Flooring to be advised that ticketing will occur. SUBJECT: WATER REPORT The Water Superintendent presented his monthly report. He outlined the projects that are proposed for COMRIF funding and further that OCWA will be sending a letter to the Secretariat asking approval for bundling. The Administrator/Treasurer advised that our portion is 1/3 of $2 million, but this will be spread over a couple of years as projects are completed. DISPOSITION: Carried SUBJECT: SUBJECT: SHARED EMPLOYEE – ROADS & WATER RES. NO. 4 Moved by Mooser Seconded by Wiehle RESOLVED that Dave Tuffin be granted full-time status as of January 1, 2005, probationary period commencing May 1, 2005 and that the necessary by-laws be prepared. DISPOSITION: Carried SUBJECT: PORT GLASGOW TRAILER PARK Council reviewed a report from the Clerk regarding licensing for site occupants at the Port Glasgow Trailer Park. It is also proposed that insurance policies have the same time period as the license. Council directed that a draft license be prepared for their review. SUBJECT: BUILDING DEPARTMENT The Chief Building Official was not in attendance. Council reviewed his monthly reports for November. In November, five permits were issued totalling $58,000 worth of construction. SUBJECT: UNEMPLOYMENT INSURANCE PREMIUM RATE REDUCTION RES. NO. 5 Moved by Balint Seconded by Mooser RESOLVED that Council approve a bonus of $50.00 to full-time employees for savings in Employment Insurance reduction. DISPOSITION: Carried SUBJECT: SET FINES FOR NOISE BY-LAW The Clerk advised that the OPP Staff Sergeant has requested that set fines be authorized for the noise by-law. Tickets can then be issued rather than going through Part 3 process, Part 3 can always be used for repeat offenders. Council directed that a set fine schedule be drafted for their review. NO. 18 Moved by Wiehle Seconded by Balint RESOLVED that Council of the Municipality of West Elgin is in support of a resolution put forth by the Township of Algonquin Highlands requesting the Province of Ontario to implement a system of deposit returns for all metal, glass and plastic beverage containers and seriously consider mandating reusable plastic drink containers. MINUTES * West Elgin Chamber of Commerce – November 2, 2004 *West Elgin Recreation Committee – November 17, 2004 *West Elgin Arena Board – November 24, 2004 SUBJECT: PROJECT AT MILLER PARK Councillor Balint reported that the Recreation Committee have finally received drawings and estimated costs for the project at Miller Park. It was noted that the estimated cost is $232,815.00 for a building, which includes washroom, storage and a concession (for the Optimistic Club’s use). It is now anticipated that the project will not happen for a couple of years as the Optimist Club will be looking for support from other service clubs. The Administrator/Treasurer reported that the OSTAR grant has a completion date of March 31, 2006 which means construction needs to commence in 2005. The Deputy Mayor enquired if the municipality could bring the services to the site next year and build later. Discussion ensued about using the washrooms at the Scout Hut. SUBJECT: CANADA-ONTARIO MUNICIPAL RURAL INFRASTRUCTURE FUND (COMRIF) RES. NO. 23 Moved by Mooser Seconded by Balint RESOLVED that the Council of the Municipality of West Elgin make application for funding under the Canada-Ontario Municipal Rural December 9, 2004…Pg 9 of 10 Infrastructure Fund (COMRIF) for West Elgin Water System Improvements and these improvements are considered to be of the highest priority. DISPOSTION: Carried SUBJECT: SALE OF GENERATOR (WATER TREATMENT PLANT) RES. NO. 24 Moved by Mooser Seconded by Wiehle RESOLVED that the Council of the Municipality of West Elgin declare the generator at the Water Treatment plant be declared surplus and advertised for sale by public tender. DISPOSITION: Carried SUBJECT: PORT GLASGOW COMFORT STATION Council reviewed correspondence from William A. Smith Construction regarding the timing of the comfort station construction at Port Glasgow. RES. NO. 25 Moved by Wiehle Seconded by Bodnar RESOLVED that the holdback for comfort station project by William A. Smith Construction be reduced to 3% and remain as 10% on future payments on this project. DISPOSITION: Carried SUBJECT: GLENCOE ANIMAL SHELTER Council considered a request from the Glencoe Animal Shelter for an increase for 2005. Council requested a report from the owner on past activities. RES. NO. 26 Moved by Balint Seconded by Wiehle RESOLVED that Council authorize a payment of $1.50 per capita for contract and $1.50 per capital to supply a kennel by Glencoe Animal Shelter for 2005.
