February 19, 2004 Special Meeting M I N U T E S OF THE CORPORATION OF THE MUNICIPALITY OF WEST ELGIN SPECIAL SESSION FEBRUARY 19, 2004 MEMBERS PRESENT: Mayor Graham Warwick, Deputy Mayor Bernie Wiehle Councillors: Trudy Balint, Mary Bodnar, Michael Mooser STAFF PRESENT: Joanne Groch Administrator/Treasurer Norma Bryant Clerk The morning session was held at the West Lorne Community Complex and the afternoon session was held at the West Elgin Council Chambers. SUBJECT: OFFICIAL PLAN REVIEW The morning session commenced at 9:30 a.m. The purpose of the session was to brief the new councillors on the Official Plan Review. In attendance were Council, Clerk and Planner Ted Halwa. The Planner presented a summary of the draft Background Study and noted the following: ? Identification of 10 provincial wetlands, increase from 2 in previous Official Plan ? Identification of 5 locally significant wetlands ? Zoning restrictions on restricted/limited livestock area – conflict with Nutrient Management Act ? Provincial policy – growth occur in villages on full services ? Lack of provincial support of extension of rural residential along Graham Road, need to justify ? Sanitary sewers in villages not designed for extension, i.e. size of pipes ? Difficulty/expense of servicing proposed industrial areas at 401 interchanges Discussion arose regarding the need to “sell” the municipality to attract newcomers. We are a great community to raise a family; schools, facilities, etc. are available. Council adjourned for lunch to meet again at 1:30 p.m. at the municipal office. SUBJECT: WEST ELGIN WATER TREATMENT PLANT EXPANSION Also in attendance: Elvio Zaghi, Stantec Consulting; Andy Valickis, OCWA; Lloyd Jarvis, Water Superintendent; Joanne Groch, Administrator/Treasurer Mr. Zaghi noted that the purpose of the workshop today was to confirm the long-term water needs for West Elgin. This information is needed to determine how much and when expansion is required. Background information was provided by administration of the municipality, which will be the basis of discussion today. February 19, 2004…Pg 2 of 3 The following were reviewed: ? Service description ? Growth of water service area ? Service connection ? Water demand ? Potential future water demand ? Pricing ? Planning Discussion took place regarding the timing of petitions from existing trailer parks. The Water Superintendent noted that this would probably happen within the next five years. With regard to new trailer parks, it was determined that this is an unknown for the planning period 10 to 20 years. Of note is the need to measure weekend usage, therefore being peak periods. With regard to farming operations it was decided to establish three ranges: small being less than 100 cu. Metres of water per month, medium from 100 to 500 cubic metres and large being greater than 500 cubic metres. Staff will provide the number of existing farms within the ranges. Conservation was discussed and it was agreed that a surcharge for additional water consumption during the summer months was a good ideal The average winter usage, which is considered the household use would be, used a basis with the thought that the additional consumption in the summer is for outside, i.e. watering. Staff will review this further and report back to Council. Mr. Zaghi reported that after workshops are completed with all the municipalities a report will be presented to the Tri County committee and the municipalities. SUBJECT: CONFIRIMING BY-LAW RES. NO. 1 Moved by Bodnar Seconded by Balint RESOLVED that the mover be granted leave to introduce a By-Law to confirm the proceedings of the special meeting of Council held on th February 19, 2004 and this shall be the first and second reading and provisional adoption thereof.
