SPECIAL SESSION
July 7, 2004

The Mayor opened this Special Session of Council at 9:30 a.m. and explained that this
meeting had been called to discuss Planning Act Reform consultation documents and
the Growing Strong Rural Communities document.
The Mayor reported that the Deputy Mayor, Councillor Bodnar and himself had attended
a Public Information Session in London the night before. He and the Deputy Mayor
made presentations regarding Planning Act Reform stressing the need for flexibility in
rural areas, support of surplus lot severances and other issues.
The following issues were discussed:

A 100-acre parcel may contain lands which are not “prime agricultural land’, no
consideration given
?
No consideration given to small parcels or those lands separated from the balance of
a farm due to ravine, stream, etc.
?
Definition of “prime agricultural land” needs to changed
?
For agricultural communities to survive need growth to support services and
infrastructure. We are faced with lack of growth in West Elgin.
?
Add to lot creation (page 27 of Document #2): viability of rural municipality,
sustainability for agricultural community.
?
Lands adjacent to Highway 401 interchanges – a different land use should be
permitted to take advantage of highway corridor
?
Why can’t we expand our residential development along Graham Road when there is
a paved road, water and gas available? These are the kind of lots people are looking
for.
?
Lakeshore area should not be considered agricultural but allow other land uses
?
Issues for rural areas are health and schools which will be lost with zero growth
?
To retain rural population there is a need for different rules.

Council directed that a response be prepared for both consultations, could be identical.

RESOLVED that the mover be granted leave to introduce a by-Law to

confirm the proceedings of the special meeting of Council held on July 7,
2004 and this shall be the first and second reading and provisional
adoption thereof.
