SUBJECT: RECREATION REPORT
The Recreation Superintendent presented his monthly report. A discussion took place
regarding the YWCA correspondence (item D3 on agenda). It was agreed that the
Recreation Superindent would contact YWCA to advise that Council does not agree with
user fee for bus and that if the YWCA feels it cannot afford to offer this service without a
user fee that the municipality would operate the bus.
SUBJECT: RODNEY OLD JAIL
The Administrator/Treasurer reported that some repairs are needed on this building.
She noted that the bricks on the Rodney Townhall building were being repaired and
asked if the bricks on the Old Jail should be included in this project as well. There
should be funds in the budget to cover both buildings. After discussion, Council directed
that staff acquire further information and report back.
SUBJECT: ROADS REPORT
The Acting Road Superintendent presented his monthly report noting that repair on C44
is proceeding.

Councillor Balint enquired if the grass on Furnival Road from Talbot Line to the village of
Rodney was going to be cut wider noting a discussion that was held last year. The
Acting Road Superintendent noted that this would be costly and suggested that from
Highway 401 to village and from the school to the village would be appropriate. Council
agreed with the suggestion.
The Acting Road Superintendent reported that staff are developing a road occupancy
and entrance permit system.
SUBJECT: BUILDING DEPARTMENT
The Chief Building Official was not in attendance. Council reviewed a report outlining
the training requirements for staff. The Administrator/Treasurer advised that the
municipality does not have “complex” buildings and we would contract out if permits
were submitted for this type of building.
SUBJECT: DRAIN APPORTIONMENT – HOOKAWAY DRAIN (DEWULF)

RESOLVED that the Council approves the agreement on share of
drainage assessment on the Hookaway Drain as requested by S & L
Dewulf under Section 65 (6) of the Drainage Act.

SUBJECT: BY-LAW ENFORCEMENT
The By-law Enforcement Officer was in attendance. The By-law Enforcement Officer
noted that once a complaint is resolved that file is closed; a reoccurrence requires
another complaint to be submitted.

Council directed staff to prepare a noise by-law for Council’s review.

RESOLVED that the Mayor and Administrator/Treasurer be and they are
hereby authorized to sign Payment Voucher # 6 amounting to
$1,782,966.72, in settlement of General, Road, Water and Arena Accounts
(including cheques #9873-10074).

SUBJECT: 2004 BUDGET
The Administrator/Treasurer presented the final budget document. She reported that
the overall levy increase is 7.24%, with a tax rate increase of 1.84% for residential
assessment.

RESOLVED that the mover be granted leave to introduce a By-Law to set
the 2004 transition ratios and to levy taxes for the year 2004 and to
establish special area charges for garbage collection and this shall be the
first and second reading and provisional adoption thereof.

SUBJECT: WATER REPORT
The Water Superintendent presented his monthly report. He noted that the cemeteries
are not being metered nor is there backflow prevention in place. He reported that the
cemeteries in question are paying a flat rate now. Council directed that backflow
prevention be installed at municipal cost, and that cemeteries continue to pay based on
flat rate.
SUBEJCT: REPAIRS AT PORT GLASGOW TRAILER PARK
The Water Superintendent reported that the Health & Safety Committee inspected the
buildings at the trailer park and identified works to be done. Remaining items relate to
the Scout Hall, shuffle boardroom and Dance Hall. Two quotations were presented to
Council:
Bob Doherty $12,057.00 plus taxes
Vandenbrink Construction $11,387.63 plus taxes
The Water Superintendent explained that the Doherty quote included steel doorframes,
whereas Vandenbrink’s were wood. He advised that the CBO prefers steel doorframes
in public buildings.

amount of $12,057.00 plus GST for repairs to buildings per Health &
Safety Committee order.

SUBJECT: PARKING OF TRUCK TRAILERS ON MONROE STREET
Councillor Mooser reported that he has received complaints about the trucks parking on
Monroe Street and the residents want these trucks to park elsewhere. Council
discussed a number of sites and directed staff to investigate.
The Mayor left the meeting, the Deputy Mayor assumed the position of Chair.

SUBJECT: THOMPSON DRAIN
The Drainage Superintendent reported that the municipality has received a request for
drain maintenance for the Thompson Drain. He has inspected the drain and feels that a
report under Section 78 of the Drainage Act is required.

SUBJECT: CLACHAN HALL
The Administrator/Treasurer reported that the Trillium project has expanded to include
electrical, floor and windows. There will be a joint Trillium application between the
Women’s Institute and the Building Committee. She further advised that the roof is in
need of repair and the Building Committee is investigating options.
