November 25, 2004 Public Meeting M I N U T E S OF THE CORPORATION OF THE MUNICIPALITY OF WEST ELGIN PUBLIC MEETING WEST ELGIN COUNCIL CHAMBERS NOVEMBER 25, 2004 MEMBERS PRESENT: Mayor Graham Warwick, Deputy Mayor Bernie Wiehle Councillors Trudy Balint, Mary Bodnar, Michael Mooser STAFF PRESENT: Joanne Groch Administrator/Treasurer Norma Bryant Clerk SUBJECT: REZONING – PART LOTS 12-15, CONC VI – V JASINSKAS Also in attendance: Vytautas Jasinskas The Mayor called the meeting to order at 9:30 a.m. The Clerk informed those present that notice of this meeting had been given under Section 34(12) of the Planning Act by prepaid first class mail to all assessed owners within 150 metres of the subject property as well as provincial agencies and ministries as prescribed by regulation. Correspondence was received from the Lower Thames Valley Conservation Authority, which has no objections. The Clerk outlined the request to change the zoning of lands situated on the south side of McDougall Road west of Colley Road, being part of Lot 12 through part of Lot 15 inclusive, Concession 6, Western Division, from the Agricultural (A1) Zone to the ‘site- specific’ Agricultural (A1-53) Zone. The re-zoning is necessary to maintain compliance with the Zoning By-law and fulfill a condition imposed by the County of Elgin Land Division Committee in granting permission to sever agricultural parcel comprising an area of approximately 137 hectares (340 acres) into two smaller parcels, both of which would continue to be used for agricultural purposes (Application for Consent E80/04). The splitting of farm parcels into smaller holdings is permitted under the Township of Aldborough Official Plan and the Provincial Policy Statement subject to certain criteria being satisfied. The lands proposed to be zoned ‘site-specific’ Agricultural (A1-53) - Parcel ‘A’ - comprise a parcel having a frontage of 492.4 metres (1,615 feet) on Colley Road and an area of 37.5 hectares (92.6 acres). The parcel is devoid of buildings and structures and would continue to be used for agricultural purposes. The proposed ‘site-specific’ (A1-53) zoning would restrict the number of dwellings on this parcel to one (1) in accordance with the Official Plan and a corresponding condition imposed by the Land Division Committee in granting the Application for Consent. The above noted zoning is also proposed to be applied to Parcel ‘B’, having a frontage of 1,305 metres (4,281 feet) on McDougall Line and an area of 100 hectares (247.7 acres). The parcel is occupied by two barns and a greenhouse and would continue to be used for agricultural purposes. The ‘site-specific’ (A1-53) zoning would similarly restrict the number of dwellings on this parcel to one (1) in accordance with the Official Plan.
