The Mayor called the meeting to order at 10:00 a.m. The Clerk informed those present
that notice of this meeting had been given under Section 34(12) of the Planning Act by
prepaid first class mail to all assessed owners within 150 metres of the subject property
as well as provincial agencies and ministries as prescribed by regulation.
Correspondence was received from the Lower Thames Valley Conservation Authority,
which has no objections, however it was noted that the Ministry of Natural Resources
should be contacted regarding the designated wetland area. The Clerk reported that
Ministry has reviewed the severance applications and are satisfied.
The Planner outlined the request to change the zoning of lands situated on the south
side of Pioneer Line (County Road No. 2) west of the Village of West Lorne, being part
of Lot 16 Concession 9, from the Agricultural (A1) Zone and Rural Residential Two
(RR2) Zone to the ‘site-specific’ Agricultural (A1-51) Zone and the ‘site-specific’ Rural
Residential Two (RR2-6) Zone.
The re-zoning is necessary to maintain compliance with the Zoning By-law and fulfill a
condition imposed by the County of Elgin Land Division Committee in granting
permission to sever three vacant, rectangularly-shaped parcels out of a larger
agricultural parcel to be used for the purpose of erecting single unit dwellings
(Applications for Consent E124/03, E125/03 and E126/03).
The lands proposed to be zoned 'site-specific' Rural Residential Two (RR2-6)comprise
a rectangularly-shaped parcel having an area of 3,233 square metres (0.8 acres), a
depth of 106 metres (348 ft) and a frontage of 30.5 metres (100 feet) on Pioneer Line.
The parcel is vacant and it is intended that a single unit dwelling be erected. Permitted
uses of the RR2 zone include a single unit dwelling, home occupation and an accessory
use. The 'site-specific, RR2-6 zoning will permit a lot having greater than the maximum
lot depth to lot frontage ratio (3:1) of the RR2 zone.

The lands proposed to be zoned ‘site-specific’ Agricultural (A1-51) comprise the balance
of the farm (with the exception of the portion of the parcel fronting on Pioneer Line zoned
RR2), having a frontage of 61 metres (200 feet) on Pioneer Line and an area of 18.4
hectares (44.4 acres). The parcel is occupied by a single unit dwelling. The proposed
‘site-specific’ (A1-51) zoning would permit a reduction in the size of the lot below the
minimum lot area requirement of 19 hectares (46.9 acres).
The subject lands are designated 'Agricultural' and 'Rural Residential' in the Township of
Aldborough Official Plan. The By-law is considered to be in conformity with the Plan.
