SUBJECT: RECREATION REPORT
The Recreation Superintendent presented his monthly report. The Deputy Mayor
reported that a Horse Ride for Cancer is being planned and the use of Joe’s Bush is
being proposed. The Deputy Mayor will advise of the meeting regarding this event, the
Recreation and Road Superintendents to attend.
SUBJECT: PLANT WATERING
Also in attendance: Roads Superintendent
Council referred to correspondence item #5 from the West Lorne Horticultural Society
and the upcoming delegation from the Rodney Horticultural Society regarding watering
of plants from May to October. The issue is watering in September after the summer
students have returned to school. This period is busy for both Roads and Recreation
staff. To water the plants in both villages takes approximately ½ day of staff time. It was
determined that the Roads Department could assist in September and that the
Superintendents would coordinate.

SUBJECT: MILLER PARK PAVILION
Council reviewed correspondence from Spriet Associates providing a revised cost
estimate for constructing of washrooms only.
SUBJECT: ROADS REPORT
The Road Superintendent presented his monthly report. He advised that Hydro One
would be commencing line cleaning in the Crinan area soon, and possibly the West
Lorne area this summer. After Hydro One is finished, the Roads staff will do their
maintenance.
SUBJECT: CLACHAN ROAD CONSTRUCTION
The Mayor reported on the public meeting held concerning the next phase of

construction on Clachan Road. The locals have requested a June 1 start, which was
agreed upon. When a detour is required, signs will be erected on Furnival Road.
SUBJECT: BUILDING SEMINAR
The Clerk advised the Ministry of Municipal Affairs and Housing staff would be attending

a Builders Seminar in Woodstock on February 23 (hosted by the Building Officials
Association). Contactors, etc are invited to attend this afternoon session. No fee is
charged, however registration is required. The Clerk will attend.
SUBJECT: WATER REPORT
The Water Superintendent presented his monthly report. Discussion took place
regarding servicing for the Port Glasgow Yacht Club lands. Direction was given to
revise the agreement as per previous discussions and forward for signature. If
agreement is not signed, the sewer line will not be extended.
SUBJECT: WATER PETITION – JOE MACHADO
Mr. Machado owns property located at Lot 4, Concession 7 and requests the extension
of the waterline to service the lot.

RESOLVED that the Council of the Municipality of West Elgin accepts the
petition from Joe Machado to request connection to the Municipal
Waterline on Queens Line, and this request will be forwarded to the Water
Superintendent for a costing estimate and review.

SUBJECT: QUOTATIONS FOR WATER METERS
In accordance with the Purchasing Policy, the Water Superintendent obtained three
quotations for water meters. These meters are utilized under the Department’s ongoing
maintenance and replacement of old meters project.
Council received the following quotations for water meters:

Ontario Water Products $ 90.00 plus taxes $105.00 plus taxes
EMCO $ 85.00 plus taxes $100.00 plus taxes

The Water Superintendent advised that EMCO meters would require the purchase of
new meter reading guns at the cost of $2200.00 per gun, three required. The EMCO
quote would not be lowest when the guns are included.

RESOLVED that the Council of the Municipality of West Elgin accepts the
quotation of Ontario Water Products in the amount of $90.00 / $105.00
plus GST for 100 water meters and that this amount be included in the
budget.

SUBJECT: MILLER PARK PAVILION
Also in attendance: Recreation Superintendent
The delegation from the Optimist Club did not attend. Council expressed concern
about the construction cost of the washrooms. It was suggested that the arena
washrooms be kept open instead. Councillor Balint noted that the Recreation
Committee is trying to bring programs that will enhance our physical fitness such as
walking/running trail in the park. We are trying to encourage the utilization of our parks.
Direction was given to the Recreation Superintendent to investigate the costs of
installing a door between the warm room and corridor in the arena and report back at
the next meeting.

Also in attendance: Recreation Superintendent
Mr. Lougheed requested Council’s support in watering the plants until October. The
Mayor reported that there is a staff issue for September. Staff will try to water on
Monday and Friday in September. Mr. Lougheed suggested that perhaps they could get
some volunteers to do the watering in September and asked if they could use municipal
equipment. Staff to investigate with insurance company.
