February 24, 2005 Public Rezoning Meeting Dardarian M I N U T E S OF THE CORPORATION OF THE MUNICIPALITY OF WEST ELGIN PUBLIC MEETING WEST ELGIN COUNCIL CHAMBERS FEBRUARY 24, 2005 MEMBERS PRESENT: Mayor Graham Warwick, Deputy Mayor Bernie Wiehle Councillors: Trudy Balint, Mary Bodnar STAFF PRESENT: Norma Bryant Clerk ALSO IN ATTENDANCE: Ted Halwa Planning Consultant SUBJECT: REZONING – PART LOT 23, CONC X - DARDARIAN The Mayo called the meeting to order at 9:30 a.m. The Clerk informed those present that notice of this meeting had been given under Section 34(12) of the Planning Act by prepaid first class mail to all assessed owners within 150 metres of the subject property as well as provincial agencies and ministries as prescribed by regulation. Correspondence was received from the Elgin-St. Thomas Health Unit, indicating that their conditions have been satisfied. Lower Thames Valley Conservation Authority has no objections. The proposed amendment would change the zoning of lands lying on the north side of Thomson Line west of Dunborough Road, being part of Lot 23, Concession X, from the Agricultural (A1) Zone to the Special Agricultural (A2) Zone and to the ‘site-specific’ Agricultural (A1-#54) Zone. The re-zoning is necessary to maintain compliance with the Zoning By-law and to fulfill a condition imposed by the County of Elgin Land Division Committee. The Committee granted permission to sever a parcel occupied by an existing single unit dwelling and accessory building out of a larger 20.2 hectare (50 acre) parcel for the purpose of disposing a surplus farm dwelling (Application for Consent E72/04). The criteria to create for a lot to dispose a surplus farm dwelling under the Township of Aldborough Official Plan and the Provincial Policy Statement have been satisfied. The lands proposed to be zoned Special Agricultural (A2) comprise a rectangular- shaped parcel having an area of 6,317 square metres (1.6 acres), a depth of 121.9 metres (400 ft) and a frontage of 51.8 metres (170 feet) on Thomson Line. The lot is occupied by a single unit dwelling (circa 1912), garage, greenhouse, shed and barn. The permitted uses of the A2 zone include a single unit dwelling, a home occupation, an agricultural use and an accessory use. The lot would satisfy the minimum lot area, maximum lot area and minimum lot frontage requirements (4,000 sq. m., 1.0 ha & 50 m respectively) of the A2 zone. The lands proposed to be zoned ‘site-specific’ Agricultural (A1-#54) comprise the remainder of the lands having a frontage of 244 metres (800 feet) on Thomson Line and an area of 19.6 hectares (48.4 acres). The proposed ‘site-specific’ (A1-#54) zoning February 24, 2005 …Pg 2 of 2 would prohibit the erection of a dwelling on the lands in accordance with the Official Plan and a corresponding condition imposed by the Land Division Committee in granting the Application for Consent. The subject lands are designated 'Agricultural' in the Township of Aldborough Official Plan. The proposed Amendment is considered to be in conformity with the Plan. SUBJECT: ADJOURNMENT RES.
