NO. 2 Moved by Wiehle Seconded by Mooser RESOLVED that the Council of the Municipality of West Elgin authorize a payment of 2% interest per annum on refunds on deposits for assessment related taxes for the Port Glasgow Trailer Park owners. DISPOSITION: Carried January 13, 2005…Pg 2 of 10 SUBJECT: MANULIFE BENEFIT PLAN The Administrator/Treasurer outlined the effect of the provincial government’s changes to health coverage for vision and chiropractic doctor visits. Under our plan, examinations are already covered for vision. The increase in costs for chiropractic visits is approximately 3.25%. As the exact amounts are based on usage, the exact amounts will not be known until renewal figures are received. Council will evaluate further at renewal time. th Council now proceeded with the January 13 agenda. SUBJECT: MINUTES RES. NO. 3 Moved by Balint Seconded by Wiehle RESOLVED that the minutes of the meetings held on the following dates be adopted as printed and circulated. December 9, 2004 Council DISPOSITION: Carried SUBJECT: ROADS REPORT The Road Superintendent presented his monthly report. He advised Council that th Chatham-Kent have called a public meeting on Thursday January 20, 3:00 to 6:00 p.m. at the Bothwell Arena to discuss the proposed second stage re-construction of Clachan Road. The Mayor and Road Superintendent will attend. Councillor Mooser voiced a concern regarding the removal of snow from sidewalks and fire hydrants during Christmas week. The Road Superintendent noted that fire hydrants are looked after by the Water Department. He felt that since a thaw was being forecasted maintenance was not required. SUBJECT: RECREATION REPORT The Recreation Superintendent presented his monthly report. He reported to Council that the equipment they use to clear sidewalks in West Lorne has limitations. There is no room for snow storage between the sidewalks and travelled road that creates a problem. Heavy snow created by plows is difficult to move with their equipment but they do their best they can. SUBJECT: WEST LORNE SIGNS Council reviewed a report from the Recreation Superintendent regarding replacement of the signs in West Lorne. He obtained an estimate to erect a sign similar to that in Rodney. After discussion Council agreed that four signs are needed for West Lorne and two for Rodney and directed that this be added to the 2005 budget and quotations are required. SUBJECT: WELCOME TO WEST ELGIN SIGNAGE Council reviewed a report from the Recreation Superintendent regarding “West Elgin” signs where businesses can advertise. The Chamber of Commerce is proceeding with a similar project. January 13, 2005…Pg 3 of 10 SUBJECT: REPLACEMENT OF RODNEY RECREATION CENTRE SIGN The Recreation Superintendent reported that the sign at the front of the Rodney Recreation Centre has been damaged and cannot be repaired. He presented an estimate and three designs. The new sign will fit in the existing frame and be covered with plexi glass. It was agreed that since the sign is being replaced that it should read “West Elgin Recreation Centre”. Staff were directed to obtain quotations. SUBJECT: REPLACEMENT OF POOL SIGN Further to the discussion of the Rodney Recreation Centre sign, it was noted that the sign at the pool was removed. It was agreed that a sign be placed inside the window instead. SUBJECT: WATER REPORT The Water Superintendent presented his monthly report. He reported that due to pending thaw they did not clean the fire hydrants. SUBJECT: BUILDING DEPARTMENT The Chief Building Official was not in attendance. Council reviewed his monthly report for December. In December, three permits were issued totalling $4,250 worth of construction. Council also reviewed a Year End Report that presented statistics for the past ten years. SUBJECT: NOISE BY-LAW SET FINES Council reviewed a report from the Clerk regarding imposing a set fine system for contraventions to the noise by-law. The OPP are in support of this process. Council agreed that a fine of $100.00 plus $5.00 victim fine surcharge was acceptable and the necessary approval be requested. SUBJECT: 2005 DOG TAG FEES Council reviewed a report from the Administrator/Treasurer outlining the anticipated expense for 2005 and recommending a $5.00 increase per tag and $100.00 per kennel license would offset these expenses. RES. NO. 4 Moved by Bodnar Seconded by Balint RESOLVED that Council authorize the increase of $5.00 for all dog tags and that kennel license be increase to $100.00 and that the necessary by- law be prepared. NO. 12 Moved by Bodnar Seconded by Wiehle RESOLVED that Council of the Municipality of West Elgin is in support of a resolution put forth by Municipality of Clarington requesting the Province to amend the Municipal Elections Act to provide for a four-year term of council for municipal council members. DISPOSITION: Carried DELEGATION: VICKI KYLE, GLENCOE ANIMAL SHELTER Ms. Kyle reported that 34 dogs were picked up last year, 800 dog tags issued and lots of cats are being brought to the shelter. They do not keep records of incoming calls. They are open 7 days a week and answer all calls from OPP. The Deputy Mayor asked what could be done about stray cats that are dropped off in the rural areas. Ms. Kyle noted that they have room for only a certain number of cats however; if the cat were starving or injured it would be brought in. There is a waiting list for cats to be taken to the shelter. There is no revenue for cats, only expenses. Council could consider a license as with dogs. There is no problem with violent dogs in West Elgin. DISPOSITION: Carried SUBJECT: GENERATOR Councillor Mooser reported that he had advised the West Lorne Fire Association that the generator would be sold by tender. He proposed that if Council purchased the generator the Association should erect the building or pay for the hook up. The Association responded that they didn’t know if they had the money or how much this would cost. January 13, 2005…Pg 9 of 10 Councillor Balint noted that the municipality paid for a generator here for emergency purposes and felt the same should apply to West Lorne. After discussion on the size of the generator and required housing Council decided that the generator is too large for our needs and will not submit a tender. Council directed that the sale be advertised and the tenders be reviewed by Council at th their February 10 meeting, SUBJECT: CLOSED SESSION RES.
