SUBJECT: ROADS REPORT
The Roads Superintendent presented the monthly report. The Deputy Mayor enquired
about providing more signs for the EDR routing. The Roads Superintendent reported
that MTO are in the process of putting up larger, more visible signs in some locations.
We put up our own signs when the route is activated. In the future we will need to
replace our signs with the MTO signs. He also reported that traffic counts are indicating
which roads need to hard surface which assists with long term planning.
SUBJECT: SIDEWALKS ON MAIN STREET, WEST LORNE
The Road Superintendent presented quotations for removal of old concrete and
installation of new concrete sidewalks as well as the removal and re-installation of
interlocking brick. As the costs for repairing the interlocking brick was less than
concrete, Council determined that the sidewalks would be repaired rather than replaced
with concrete.

SUBJECT: RECREATION REPORT
The Recreation Superintendent presented his monthly report. He reported Jennifer
Wilkes, as part of the CPTED program, will be visiting the grandstand with the
Recreation Committee.
SUBJECT: QUOTATIONS FOR CONCRETE PADS FOR PARK BENCHES
The Recreation Superintendent reported that he has received only one quotation for this
project. The problem is that there are several locations involved. There is a limitation of
one hour for use of the concrete truck before additional charges. Two other contractors
were contacted but they wouldn’t quote because of the different locations.

SUBJECT: POLICY FOR SHOWER USE AT PORT GLASGOW PARK
WASHROOMS
The Administrator/Treasurer presented a report outlining a number of options for the use
of the showers. The Recreation Superintendent suggests a key to control access rather
than a combination lock. A combination lock was requested by the Yacht Club and
would only work if use limited to marina users, not the public.
It was noted that the intended use of these showers was for Yacht Club members and
boaters that docked overnight. An outside shower is available. Councillor Mooser felt
the showers should be open to the public.

SUBJECT: COMRIF INTAKE 2
The Administrator/Treasurer reported that if Council wishes to re-apply for the projects
for the north-east part of the municipality, testing is required. Intake 2 requires 75% of
the properties to be tested. It is estimated that the cost would be $1500 to $2000. It
was agreed that the municipality would apply for the looping project as well.

RE: ECO COMMUNITIES PROJECT
Ms. White reported that the West Elgin Environmental Group will be promoting an anti-
idling campaign as part of the eco-community initiatives. The aim is to encourage
people to turn off their engines when waiting in their cars for even short periods of time.
They are looking to erect permanent signs at certain locations and have store owners
put signs in their windows. The Health Centre is acting as a resource for the group.
Councillor Mooser suggested the business community be requested to financially
support the project. The Mayor suggested that insurance companies may be interested
as part of an anti-theft campaign. Councillor Bodnar suggested that Jennifer Wilkes,
OPP be contacted. The Policing Committee could be contacted for their support.
The Mayor noted support in principle of the project and asked that they come back with
concrete proposals (design, size, cost of signs) and partnerships.

RE: WEST ELGIN COMMUNITY TEEN CENTRE
Melanie Knapp reported to Council that a Youth Board of Directors has been created. A
community planning committee including representatives from business owners, parent
and other interested ratepayers are looking for an new location for the centre. The
Scout building has been suggested. Trillium funding has been secured for 3 years.
They are planning to attend a Recreation Committee meeting to discuss a new location.
Council agreed that Councillor Balint would act as Council resource person. Councillor
Balint will discuss the Scout Hall lease with the Recreation Committee.
SUBJECT: AGRICULTUREAL DRAINAGE INFRASTRUCUTRE PROGRAM –
NEW ADMINISTRATIVE POLICIES
The Administrator/Treasurer presented a report outlining the proposed administrative
policies for the Agricultural Drainage Infrastructure Program. The public review period

ends July 27. As with all new legislative requirements, the effect of the proposed
procedures may not be known until a drain is in process.

SUBJECT: OPEN AIR BURNING IN VILLAGES
The Rodney and West Lorne Fire Departments are requesting Council to impose
penalties for responding to open air fires in the villages. There is no open air burning
allowed in the villages. The Clerk advised a public meeting is required before passing a
by-law to adopt these fees. Council agreed that the first offence would be a warning,
thereafter $500.00 fee would be imposed.

SUBJECT: CPAC CONFERENCE IN RIDGETOWN
Councillor Bodnar reported that Jeff Slater, Tony Sabo and Shirley Slaats have
indicated in interest in attending the conference. They are requesting authorization to
stay at Ridgetown College for the entire conference, rather than driving back and forth.
