SUBJECT: WECHC TEEN CENTRE CAR WASH
Councillor Mooser reported that he had discussed the matter of holding the car wash at
the West Lorne Fire Hall with the Fire Chief. The Fire Chief feels that there is not
enough room for the car wash and it would be unsafe if a fire call comes. Council
determined that the car wash should take place behind the Health Centre as previously
authorized. Councillor Balint will inform the group.
SUBJECT: DRAFT OFFICIAL PLAN
The Planner introduced land development and development sensitive areas for
discussion:

Expressways

Sewage treatment plants

Landfill sites

Livestock operations

Grain handling facilities

Gravel pits
The following comments were made:

Good mapping is not available for such features as wetlands, floodplain, top of
bank
?
Highway 401 – noise impact on residential development only
?
Need to consider abandonment of railway lines
?
Grain handling facilities – does a minimum distance need to be considered in an
agricultural area?
?
Zoning of rural residential areas that are now considered part of settlement areas
?
Setbacks for gravel pits?
?
Extent of development in lakeshore area – what restrictions are needed, concern
is preservation of nature, protection of certain wooded areas
?
Port Glasgow identified as a growth area

Discussion took place regarding the next steps in the process. It is expected that the
draft Official Plan will be presented to Council in September and public input will happen
in October or November. Flyers will be used as well as notification in the newspaper.

closed session to discuss litigation or potential litigation.

Elgin amends the minutes of the meeting of Council held on May 5, 2005
to read as follows:

2005 and this shall be the first and second reading and provisional
adoption thereof.
