SUBJECT: ROADS REPORT
The Roads Foreman presented the monthly report. The Deputy Mayor enquired about
providing signs for the “Ride for Cancer”. The Roads Foreman reported that caution
signs will be provided and that parking will be staggered, not on both sides of road in the
same area.
SUBJECT: SIDEWALKS ON MAIN STREET, WEST LORNE
Council reviewed the responses received regarding interlocking brick vs. concrete for
West Lorne and Rodney. The responses received favoured interlocking brick. After
discussion it was determined that a cost analysis on fixing the interlocking brick and
replacing with concrete is needed before making a final decision. The problem areas
need to be repaired.

SUBJECT: MUNICIPAL SALT MANAGEMENT PLAN
The Administrator/Treasurer presented the Municipal Salt Management Plan. She
reported that this plan is similar to the county plan. The same standards would apply to
all roads.

SUBJECT: RECREATION REPORT
The Recreation Superintendent presented his monthly report. He reported that
vandalism is still occurring at the grandstand. Staff were directed to investigate video
surveillance and report back to Council. Councillor Mooser enquired about the light
stand in front of the library in West Lorne as it was not changed. The
Administrator/Treasurer reported that we still have one in stock and that she had made
arrangements to have it changed.
SUBJECT: REPLACEMENT OF SIGN AT RECREATION CENTRE
Council received the following quotations for replacement of the sign at the West Elgin
Recreation Centre:
Sign Guy $1,995.00 plus taxes
Superior Signs $2,475.00 plus taxes
Screentech $2,595.00 plus taxes

SUBJECT: POOL BUS
The Recreation Superintendent reported that there is a concern with using the Four
Counties bus as it has cloth seats which will be a problem with wet bathing suits. The
cost per rider is $8.00 per trip. Using a school bus is the same price, however the
school bus is a set price of $80.00 and it has more seats. The useage can vary from 8
to 30. Council agreed to using a school bus.
SUBJECT: REQUEST FOR OUTSIDE AREA AT ARENA

Council were advised that CBM have reserved the arena for their 75 anniversary

celebrations on June 25, 10:00 a.m. to 6:00 p.m. They are requesting support for the
inclusion of a small outside fenced area for their liquor license.

RESOLVED that Council of the Corporation of the Municipality of West
Elgin approves the request of CBM to have a fenced area adjacent to the
arena to be included in their liquor license for their event to be held on

SUBJECT: BY-LAW ENFORCEMENT REPORT
The By-law Enforcement Officer reviewed his monthly report. Discussion took place
regarding the length of notice given for cutting grass. Council agreed that one week
notice for compliance should be given, not two weeks.
SUBJECT: WATER REPORT
The Water Superintendent presented his monthly report. He further reported that the
pipes to connect the Yacht club to the filter bed will be installed starting next week.

Council received the following quotation for the sale of 1994 Cargo GMC van:

RESOLVED that the Council of the Municipality of West Elgin accepts the
quotation of Dave Tuffin in the amount of $600.00 plus GST for the 1994
Cargo GMC van.

SUBJECT: STORAGE BUILDING ON MONROE STREET
It was reported that there is a storage building (an old barn) on the property purchased
from CSX in West Lorne. The adjacent landowner, Mrs. Peterson, has been using the
building for storage. The building is assessed as commercial full tax and now the
municipality must pay the taxes. It was suggested that Mrs. Peterson pay the taxes for
the use of the building. Mrs. Peterson must decide if she wishes to continue to use for
storage for a fee. It was discussed whether the Recreation Department could use part
of the building for storage and Mrs. Peterson continue to use a small part. The
Recreation Superintendent to investigate. If no one is interested, then the building
should be torn down so that there are no taxes owing.
SUBJECT: FRIENDS OF FOUR COUNTIES HOSPITAL
The Mayor brought forward an invoice from the Chronicle that is owing for the Friends of
Four Counties Hospital. Other invoices have been paid. This could be paid out of the
donations budget.

SUBJECT: BUILDING REPORT
The Chief Building Official was not in attendance. Council reviewed his monthly report
for April. In April, nine permits were issued totalling $280,700 worth of construction.
SUBJECT: BUILDING BY-LAW AND CODE OF CONDUCT
A new building by-law and Code of Conduct for Building Officials is required under new
legislation. A draft was presented to Council for their review. The Chief Building Official
will attend the next meeting to answer any questions. There is a requirement to pass

SUBJECT: WEST LORNE FIRE RESCUE VAN
Councillor Mooser reported that he and Councillor Balint had met with Fire Chief Allan
Beer to discuss the specifications for the new rescue van. Fire Chief Beer is
investigating the availability of a truck that is already built, so the size may vary but
would still be within budget. The only change to Rodney’s specification was a roof rack
and container unit for tanks. Councillor Mooser noted that they requested three

quotations and would appreciate a lesser cost than budgeted. Further, West Lorne Fire
would like to keep the old fire van and change to a pumper to carry extra water.

The Clerk reported that the municipality has received two claims for livestock kills.
