June 22, 2005 Public Rezoning Meeting Wright M I N U T E S OF THE CORPORATION OF THE MUNICIPALITY OF WEST ELGIN PUBLIC MEETING WEST ELGIN COUNCIL CHAMBERS JUNE 22, 2005 MEMBERS PRESENT: Mayor Graham Warwick, Deputy Mayor Bernie Wiehle Councillors: Trudy Balint, Mary Bodnar, Michael Mooser STAFF PRESENT: Norma Bryant Clerk ALSO IN ATTENDANCE: Ted Halwa Planning Consultant SUBJECT: REZONING – PART LOT A, CONC V - WRIGHT Also in attendance: Bob & Esther Wright The Mayor called the meeting to order at 9:30 a.m. The Clerk informed those present that notice of this meeting had been given under Section 34(12) of the Planning Act by prepaid first class mail to all assessed owners within 150 metres of the subject property as well as provincial agencies and ministries as prescribed by regulation. Correspondence was received from the Lower Thames Valley Conservation Authority advising of no objections. he proposed amendment would change the zoning of lands lying on the south side of T Kintyre Line east of Clachan Road, being part of Lot A, Concession V, from the Agricultural (A1) Zone to the Rural Residential Three (RR3) Zone and to the ‘site- . specific’ Agricultural (A1-#) Zone The re-zoning is necessary to maintain compliance with the Zoning By-law and to fulfill a condition imposed by the County of Elgin Land Division Committee in granting permission to sever a parcel occupied by an existing single unit dwelling out of a larger 30.4 hectare (75 acre) parcel (Application for Consent E111/05). The dwelling is considered surplus to the needs of the farm. The criteria to create a lot to dispose of a surplus farm dwelling set out in the Township of Aldborough Official Plan and the Provincial Policy Statement are capable of being satisfied. The parcel proposed to be zoned Rural Residential Three (RR3)comprises a rectangularly-shaped parcel having an area of 3,500 square metres (0.9 acres), a depth of 70 metres (230 ft) and a frontage of 50 metres (164 feet). The surplus farm dwelling situated on the lot was erected circa 1975. The permitted uses of the RR3 zone include a single unit dwelling, a home occupation and an accessory use. The lot would satisfy the minimum lot area, maximum lot area and minimum lot frontage requirements (1,850 sq. m., 4,000 sq ft & 30 m respectively) of the RR3 zone. The parcel proposed to be zoned ‘site-specific’ Agricultural (A1-#) comprises the remainder of the lands having a frontage of 463 metres (1518 feet) on Clachan Road and an area of 30.1 hectares (74.4 acres). The ‘site-specific’ A1-# zoning would prohibit the erection of a dwelling on the lands in accordance with the Official Plan and a June 22, 2006 …Pg 2 of 2 corresponding condition imposed by the Land Division Committee in granting the severance. The subject lands are designated 'Aggregate Resources'in the Township of Aldborough Official Plan. The proposed Amendment is considered to be in conformity with the Plan.
