NO. 1 Moved by Bodnar Seconded by Balint RESOLVED that the minutes of the meetings held on the following dates be adopted as printed and circulated. February 10, 2005 Council February 24, 2005 Council February 24, 2005 Public meeting – zoning amendment (Dardarian) DISPOSITION: Carried SUBJECT: ROADS The Roads Foreman presented the monthly report. He advised that in areas where the sun has thawed the snow, the new scraper is being used, however the scraper does not work in areas where still frozen. Council enquired when Marsh Line is being proposed for paving. A five-year plan was requested. The Roads Foreman further reported that tree trimming and related clean up is underway. SUBJECT: SIDEWALK PLOWING The Recreation Superintendent presented a report outlining the procedure for plowing sidewalks in West Lorne. Further he noted that the present equipment couldn’t handle heavy snow. The sidewalks are plowed in the morning and as needed during the day, particularly in the downtown area. Councillor Bodnar enquired about Rodney. The Roads Foreman reported that they have the same equipment problem. In Rodney, only the business area and to the March 10, 2005…Pg 2 of 12 Recreation Centre are cleared. It was suggested that this program be expanded in Rodney south on Furnival Road to lighthouse. After discussion, Council requested a report be prepared outlining 2 or 3 approaches to sidewalk clearing for West Lorne and Rodney. The report to included capital and manpower costs. NO. 2 Moved by Bodnar Seconded by Wiehle RESOLVED that the Council of the Municipality of West Elgin accepts the tender of Johnson Bros (Bothwell) in the amount of $215,600.00 plus GST for the supply, hauling and spreading of 27,500 tonnes of “A” gravel and that this amount be included in the budget. DISPOSITION: Carried SUBJECT: RECREATION REPORT The Recreation Superintendent presented his monthly report. Councillor Balint reported that the drop-in centre group have enquired about sub-letting the Scout Hall for their use. After reviewing the agreement, the Administrator/Treasurer reported that the agreement is with the Scouting organization not the Optimist Club, it expires June 1, 2005 and there is nothing about sub-letting. The Administrator/Treasurer reported she had contacted OSTAR staff regarding the washroom project, enquiring if we installed the services this year and build next year would comply under the OSTAR grant structure. We are still awaiting an answer. SUBJECT: ORFA PROFESSIONAL TRAINING RES. NO. 3 Moved by Balint Seconded by Bodnar RESOLVED that Council of the Municipality of West Elgin authorize the Recreation Superintendent to attend ORFA Professional Development Program at the University of Guelph May 1 to 5, 2005, with the municipality to pay ½ of the cost and the West Eglin Arena Board to fund ½. NO. 4 Moved by Balint Seconded by Bodnar RESOLVED that the Council of the Municipality of West Elgin adjourn to a closed session to discuss labour relation or employee negotiations. DISPOSITION: Carried DELEGATION: DONNA LUNN, ELGIN COMMUNITY FUTURES CORPORATION RE: ELGIN PORTAL, GIS MAPPING Also present: Water Superintendent Mrs. Lunn gave Council a visual overview of the new Elgin Connects portal. She noted that a Parks and Recreation application and pet license have been developed. Councillor Balint enquired if a link could be provided to the West Elgin Chamber. Mrs. Lunn reported that that was possible but in doing so, one would be leaving the site and would have to go back in to search, etc. It would be preferable to have the Chamber as part of the portal. Mrs. Lunn reported that GPS mapping has been completed locating all farm driveways in County. Potential hazards have been identified for use by emergency personnel. All 9-1- 1 signs have been mapped as well. She reported on a project in Aylmer whereby all the utility / hard infrastructure was mapped using GPS coordinates. Elgin Connects has own GPS units and staff to complete such projects. They are offering their staff and equipment to West Elgin to map and design database at the cost of $2500.00. West Elgin would be required to supply a second staff person to assist in on-site recording and helping with database formulation. A summer student could be used with a completion date of August. The coordinates can be placed on topographic, teranet or Ministry of Transportation mapping, that decision is up to the municipality. SUBJECT: WATER REPORT The Water Superintendent presented his monthly report. He reported on a water leak at 149 Jessie Street. The house has been vacant for 6 months and the backyard is flooded. As the water did not enter the sanitary sewer system it is suggested that the sewage portion of the bill be waived. RES. NO. 6 Moved by Balint Seconded by Bodnar RESOLVED that Council authorize the waiving of the sewage charge of $1319.17 at 149 Jessie Street due to a water leak. NO. 8 Moved by Wiehle Seconded by Balint RESOLVED that the Council of the Municipality of West Elgin accepts the tender of Fordham Motors in the amount of $24,443.00 plus taxes for 2005 Chevrolet Express Cargo Van and that this amount be included in the budget. SUBJECT: 2005 FIRE DEPARTMENT BUDGETS Also in attendance: Rodney Fire Chief, West Lorne Fire Chief, Deputy Treasurer The Administrator/Treasurer presented the 2004 actual expenses and proposed 2005 budget for the Rodney Fire Department. The Fire Chief reported that the snuffer truck st will be operational by May 1 and that they are looking for donations from local insurance companies and service clubs. The Mayor asked if the municipality’s expenses for accidents on Highway 401 were being recouped? The Rodney Fire Chief said no, that the ministry is not paying their agreed upon amount for multiple vehicle accidents where not needed but called to the scene. The Fire Chief further reported that the present arrangement is for the fire department to respond if the ambulance is going to later than 15 minutes or if the ambulance requests their assistance. Council agreed that this procedure should continue. Council adjourned to hold a Court of Revision for the Thompson Drain and resumed their meeting thereafter. DELEGATION: KEVIN SMITH, CARROLL LINE RE: BURNING OFSHINGLES Mr. Smith reported to Council that last summer a farmer on Carroll Line was burning shingles that were brought from West Lorne. He has contacted Ministry of Environment but they have not returned his calls. He is requesting Council enact a by-law so this won’t happen again. The West Lorne Fire Chief noted that the burning of shingles is a Ministry of Environment issue. Farms are exempt for the Fire Code unless there is a hazard to another building. Councillor Bodnar suggested a letter be sent to the Minister of Environment requesting that the ministry enforce their rules. She will draft a letter for Council to review. March 10, 2005…Pg 5 of 12 It was suggested an advertisement explaining what can be burned in rural areas be placed in the local paper. SUBJECT: 2005 FIRE BUDGET (continued) The Administrator/Treasurer present the 2004 actual expenses and 2005 budget for the West Lorne Fire Department. It was noted that the expense for Rodney secretary was increased by $250.00 and suggested the same be applied to the West Lorne secretary. RES. NO. 9 Moved by Balint Seconded by Wiehle RESOLVED that Council accept the preliminary fire budget for Rodney and West Lorne subject to approval of the final municipal budget with the change in Secretary/Treasurer to $1,000.00 for both. DISPOSITION: Carried Discussion took place regarding the purchase of a new fire van for the department. The West Lorne Fire Chief requested more money be placed in reserve. The volunteers are having trouble raising money. At present they have $60,000.00 to contribute. The Administrator/Treasurer noted that $113,000 is needed to purchase the van. As the costs will only increase over time, it was suggested that Council consider purchasing the fire van soon. The Rodney Fire Chief noted that he does not foresee any major expenditure for his department in the near future. Council agreed to add the purchase of the fire van to the budget and final decision would be made when the entire municipal budget is reviewed. The Fire Chiefs and Deputy Treasurer left the meeting. SUBJECT: ACCOUNTS RES. NO. 10 Moved by Bodnar Seconded by Balint RESOLVED that the Mayor and Administrator/Treasurer be and they are hereby authorized to sign Payment Voucher #3 amounting to $1,659,602.61 in settlement of General, Road, Water and Arena Accounts (including cheques 11931-12115). DISPOSITION: Carried SUJBECT: FOUR COUNTIES TRANSPORTATION SERVICES 2004 FINANCIALS The Administrator/Treasurer presented a Statement of Revenue and Expenses as at December 31, 2004 for the Four Counties Transportation Services. There is an operating deficit of $495.54 after the provincial gas tax rebate of $16,805.00 is included. RES. NO. 11 Moved by Wiehle Seconded by Bodnar RESOLVED that the operating deficit for 2004 for the Four Counties Transportation Services in the amount of $495.54 be assumed by the Municipality of West Elgin. DISPOSITION: Carried SUBJECT: COUNTY OF ELGIN WOODLANDS CONSERVATION BY-LAW Council reviewed a summary of changes that are included in the by-law. A public meeting will be held by the County on April 4th, 2005 at 7:00 p.m. SUBJECT: DELAYING FARM TAXATION The Clerk reported that the Huron East Council have approved a plan to delay the payment of taxes on farm assessment until September. Council noted that we must be fair to all taxpayers and that the municipality has not been approached to initiate such a plan. SUBJECT: 2004 ANNUAL COMPLIANCE REPORT – WATER TREATMENT PLANT RES. NO. 29 Moved by Balint Seconded by Wiehle RESOLVED that Council of the Corporation of the Municipality of West Elgin accepts the Annual Report under Regulation 170/03 for 2004 as prepared by the Ontario Clean Water Agency and to be presented to the Tri County Management Committee.
