SUBJECT: DRAFT OFFICIAL PLAN
The Planner presented a draft of section 1 – Introduction, Section 2 – Economic
Development, Section 3 – Environmental Protection, Section 4 – Villages.
The following comments were made:

Include building assessment through building homes be included as a goal?
?
Asset of Highway 401 – servicing, transportation potential for trucking companies.
?
Settlement area boundaries have been expanded – need to address settlement
boundaries now as new PPS is less flexible, need to have options for
development
?
What is the best location for industry?
?
What land can be serviced affordably? Limitation of present sewage system in
Rodney and West Lorne on expansion
?
New industrial area designated north side of Downie Line as industrial
?
Existing industrial designation in west Lorne is affected by wetland area – not
much left, need to designate more industrial land in this area.
?
New designation on south side of Queens Line, commercial and industrial
Further discussion on the draft Official Plan will take place at a special meeting to be

held on May 5, 2005 at 9:30 a.m. at the West Lorne Complex.
The Planner left the meeting.
SUBJECT: PRELIMINARY BUDGET
The Administrator/Treasurer presented the 2004 budget, 2004actuals and proposed
2005 budget on the following:

The Administrator/Treasurer further reported that an unconditional grant in the amount
of $50,000 has been allocated by the Province for fire services. Discussion took place
regarding the purchase of a new rescue van for West Lorne Fire Department. A
committee was set up to develop a tender document (Councillors Mooser and Balint).
Under discussion on the Arena Budget, the Mayor questioned why the capital works on
the roof on the warm room were deleted. This improvement would reduce heating
costs. Dutton/Dunwich requested this item be deleted. The Mayor reported that he had
informal discussion with Trillium regarding making application for this improvement. He
reported that Trillium grants are not normally given for capital and repairs where it is felt
that the municipality should be looking after. Trillium grants are generally for increasing
recreation activity in an area. Volunteer groups have much more success for special
projects.
SUBJECT: CONFIRMATION BY-LAW

RESOLVED that the mover be granted leave to introduce a by-Law to
confirm the proceedings of the special meeting of Council held on March
31, 2005 and this shall be the first and second reading and provisional
adoption thereof.

RESOLVED that a By-law to confirm the proceedings of the special
meeting of Council held on March 31, 2005 be now read a third time and
finally passed, signed, sealed and numbered By-law Number 2005-23 –
