Training (W.E.S.T.) program at the West Elgin Secondary School

SUBJECT: BACKFLOW PREVENTION BY-LAW
Council reviewed a report from the Administrator/Treasurer and Water Superintendent
regarding the need for a backflow prevention by-law. It was noted that it is the
responsibility of the customer to have testing done annually. Staff will need to ensure
that this testing is done, a procedure will have to be set up and records kept. When
meters are changed a backflow preventer will be installed, however it is the customer’s
responsibility to have a licensed plumber do the installation. Discussion arose regarding
farming operations and the need to identify the risks. Staff were directed to prepare the
necessary by-law.
SUBJECT: QUEENS LINE WATERLINE PUBLIC MEETING
The public meeting for the new Queens Line waterline has been scheduled for Tuesday,

June 7 at 7:00 p.m. at the Rodney Recreation Centre. All affected property owners
have been notified.
SUBJECT: NOTIFICATION PROCEDURES FOR NEW WATER CUSTOMERS
Council reviewed a report from the Administrator/Treasurer outlining a notification
procedure for new water customers. A notice will be sent to new owners, given to
tenants and forwarded to realtors when inquiring for tax and water information on newly
listed properties. Council agreed with the notice and directed that the Water
Department Policies and Procedures by-law be amended.

$12,792.05 to pay therefore and this shall be the first and second reading

tender of Joe Machado in the amount of $10,100.00 plus GST for painting
municipal buildings.

Council received the following quotations for the replacement of windows and doors at
various municipal buildings:

SUBJECT: MILLER PARK WASHROOMS
The Recreation Superintendent presented the drawings for the Miller Park washrooms
for Council review. Council directed that the project be tendered.
SUBJECT: RESPONSE TO FOUR COUNTIES HEALTH SERVICES FOUNDATION
Council reviewed a draft letter in response to the Four Counties Health Services
Foundation request for a grant for their physician recruitment strategy. Council directed
that the letter be forwarded.
SUBJECT: PETITION FOR DRAINAGE WORKS – LOTS 10 & 11, CONC. 11 & 12
RES. NO. 7 Moved by Balint

RESOLVED that the Council of the Municipality of West Elgin accepts the
drainage Petition from Paul Mistele, John Miller, Kelly Ireland, John
Bakker, Linda Bakker, Nick Agbaba, Nancy Agbaba for drainage works on
Concession 11 and 12, Part Lots 10 & 11, under Section 4 of the Drainage
Act.

SUBJECT: APPOINTMENT OF ENGINEER

RESOLVED that Spriet Associates be appointed to prepare a report under
Section 4 of the Drainage Act for the former Hessenauer Drain, at the

effective June 26, 2005 and that the report be submitted within six months.

SUBJECT: FAIR BOARD INSURANCE
At the request of the Rodney Aldborough Fair Board, our insurers were contacted
regarding being named additional insured on the municipal insurance policy. We have
been advised by our insurer that the Fair Board is not on our policy, nor do they insure
Fair Boards. The Fair Board should have their own insurance for property and liability.
The Deputy Mayor will advise the Fair Board.
SUBJECT: AUTHORIZATION OF AUDIT JOURNAL ENTRIES

RESOLVED that Council of the Corporation of the Municipality of West
Elgin approves the adjusting journal entries in the amount of
$2,605,502.32 for the year end of December 31, 2004 as prepared by
Christene A. Scrimgeour.

SUBJECT: CONSIDERATION MEETING – LETTNER DRAIN

RESOLVED that Council consider the Engineer’s Report on the Lettner
Drain.
DISPOSITION: Carried
The Clerk read correspondence from the Lower Thames Valley Conservation Authority,
which indicated no objections.
The Engineer gave a brief presentation of his report. The Road Superintendent noted
that this drain is needed on Marsh Line and agrees with the report.
Mr. Casey noted that there is an existing drain on the south side (on road property)
which is probably wrecked by now. The Engineer noted that it was not a municipal
drain, could be a road drain. He recommends that this drain be plugged during
construction and the Road Superindent agreed.

RESOLVED that the Engineer’s Report for the Lettner Drain, be accepted
and the Clerk is instructed to draw up the necessary by-law.

SUBJECT: PURCHASE OF WEST LORNE FIRE VAN
The Administrator/Treasurer reported that the specifications for the Rodney fire rescue
van have been obtained. Members of Council will meet with the West Lorne Fire Chief
before tenders are let.
