October 20, 2005 Special Session M I N U T E S OF THE CORPORATION OF THE MUNICIPALITY OF WEST ELGIN SPECIAL SESSION OCTOBER 20, 2005 MEMBERS PRESENT: Mayor Graham Warwick, Deputy Mayor Wiehle Councillors: Trudy Balint, Mary Bodnar, Michael Mooser STAFF PRESENT: Joanne Groch Administrator/Treasurer/Deputy- Clerk ALSO PRESENT: Ted Halwa Planning Consultant SUBJECT: DRAFT OFFICIAL PLAN The Planner referred to his letter of September 21, 2005 to continue discussion on the new Official Plan: Natural Heritage ? Figure 7 in the Background Study was reviewed ? There are 10 Provincially Significant Wetlands – Eagle Woodlot, West Lorne Woodlot, Reive’s Bog, New Glasgow Woodlot, Taylor’s Pond Complex, Ferndale Wetland Complex, North Rodney Woodlot, Elgin Nature Reserve, Buttinger Swamp, South Rodney Woodlot. ? The 5 locally significant wetlands are Simpson’s Bush, Tait’s Bush, Unnamed – Conc 14 ED and Conc 5 WD and Pt Glasgow Woodlot ? Any development activity is prohibited within 120 m ? Process of designation is not a public process or a formal process ? Council agreed that the local significant wetlands should be provincially Significant Cultural Heritage ? Include statement re cultural heritage Hamlet Areas ? Clachan – extend boundary south on Clachan Road to mirror development on the west side ? New Glasgow – move boundary on the north to the Mosher property and follow ravine south east to Talbot Line and then south westerly along ravine ? Eagle – extend north on Graham Road to mirror development on east side. Rural Residential Areas ? Provincial Policy Statement – no more rural residential unless surplus dwelling ? The Doherty property is not to be included in rural residential October 20, 2005…Page 2 Villages ? Council is committed to viable commercial downtown ? Store fronts to be maintained along with entrances ? Some flexibility to allow for possible residential development ? Milner Rigsby - maintain as industrial Councillor Balint left the meeting at 11:00 a.m. Lakeshore ? Servicing – municipal water, no sewers ? Province – either full services or not ? More information needed – advanced sewage treatment system costs etc. ? Roads – no winter maintenance Rural Water Line Extensions ? On an as requested basis Housing for Special Needs ? Reference to be made to housing for special needs ? Senior’s housing is needed ? Level of involvement for Council – land & services as financial incentives for housing in Villages Rail line abandonment ? Awaiting status report from CN Specific requests ? Approval was given to requests from Almeida(Lot 18 C 8), Bet-Har Farms Ltd(Lot 6, C 7), Kocsis(Lot 4, C 14) and Mosher(Lot 7, C 12) ? Council denied requests from Doherty(Lot 18, C 9), Kalita Farms(Lot 19, C 13) and DeWit(Lot 7, C 2) th A further meeting was set for November 17, 2005. SUBJECT: CONFIRMATION BY-LAW RES. NO. 1 Moved by Mooser Seconded by Bodnar RESOLVED that the mover be granted leave to introduce a By-Law to confirm the proceedings of the meeting of Council held on October 20, 2005 and this shall be the first and second reading and provisional adoption thereof. NO. 2 Moved by Wiehle Seconded by Mooser RESOLVED that a By-law to confirm the proceedings of the meeting of Council held on October 20, 2005 be now read a third time and finally passed, signed, sealed and numbered By-law Number 2005-78 – Confirming By-law October 20, 2005.
