September 08, 2005 Property Standards Committee M I N U T E S OF THE CORPORATION OF THE MUNICIPALITY OF WEST ELGIN PROPERTY STANDARDS COMMITTEE WEST ELGIN COUNCIL CHAMBERS SEPTEMBER 8, 2005 MEMBERS PRESENT: Mayor Graham Warwick, Deputy Mayor Bernie Wiehle Councillors: Trudy Balint, Mary Bodnar, Michael Mooser STAFF PRESENT: Joanne Groch Administrator/Treasurer Norma Bryant Clerk Jayson Chabot By-law Enforcement Officer ALSO IN ATTENDANCE: Elsie Jones, Thomas Brown RES. NO. 1 Moved by Mooser Seconded by Wiehle RESOLVED that the Property Standards Committee be convened and that Graham Warwick be appointed as Chairman. The Chair opened the meeting at 1:30 p.m. in the matter of Elsie Jones, regarding 146 – 148 Chestnut Street, West Lorne, Ontario. The Clerk reported that an Order to Remedy Non-Conformity with By-law 99-09, Property Standards By-law was issued on July 21, 2005. An inspection was made on the property does not comply with Section 5.7 of the by-law, regarding exterior walls, roof and other exterior building components. The By-law Enforcement Officer reported that the shanty at the rear of building has been removed but there is a large hole at the rear of the building that is open. Siding is missing from the parts of the building. There is garbage associated with renovations on the property. He presented pictures of the current and past condition of the house to the Committee. Ms. Jones requested more time to complete the renovations. The hole is there because they are removing rotten wood and replacing with new wood. The contractor had promised to have this work complete by now. Discussion took place regarding the work that is being done and whether is was in compliance with the Building Code. NO. 2 Moved by Wiehle Seconded by Balint RESOLVED that in the matter of an appeal made by Elsie Jones, 86 Hawkesbury Avenue, London, Ontario from an order to carry out such work as is required to comply with the provisions of the Section 5.7 of the Property Standards By-law 99-09 in regards to 146-148 Chestnut Street in the Municipality of West Elgin. th This appeal having come forward for public hearing this 8 day of September, 2005 and after hearing the appeal: The Committee hereby confirms the order and that 1) the hole in the rear of the building be closed within 6 hours; 2) the CBO complete an inspection on the buildings to determine what is required; nd 3) report back to Committee on September 22, 2005; st 4) that the work be completed by September 21, 2005.
