SUBJECT: RECREATION REPORT
The Recreation Superintendent reported that the opening of the arena has been
delayed by a week due to a pipe repair. The pool is now closed. Preparations are
ongoing to get ready for the fall fair.
Councillor Balint reported that she had discussion with the scouting group regarding the
use of the Scout Hall for the Teen Centre. A positive reaction was not received from
the scout group regarding sharing the building. The present agreement needs to be
reviewed. It was noted that the agreement is with the Optimist Club and they should be
contacted regarding renewal. A permanent drop-in centre is being sought for the Teen
Centre. The teen group is also working with the YWCA regarding programs for Dutton
and Rodney.
The Recreation Committee is evaluating security lighting for Rodney facilities.
SUBJECT: ROADS REPORT
The Roads Superintendent presented the monthly report. Councillor Mooser reported
that the West Lorne Fire Department is requesting salt rather than sand be used on their
parking lot. The Road Superintendent reported that our equipment is set up for
sand/salt mixture. The West Lorne Fire Department can spread salt themselves, if they
wish. There is a catchbasin in their parking lot that needs to be repaired. The Road

Superintendent advised that a heavy duty catchbasin should be installed and look at
paving the lot next year.
Councillor Mooser requested that the speed limit at end of Marsh Line to Graham Road
be reviewed. After discussion it was agreed that police patrol be requested and a
“children crossing” sign be erected.
Councillor Bodnar noted that a request has been received that grass on Gray Line from

Kerr to Black Lines not be cut between August 15 and September 15 as this area is in
the flight path for monarch butterflies.
SUBJECT: WATER REPORT
The Water Superintendent presented his monthly report. Our water lines to Beattie
Haven will be constructed by end of October. It is anticipated that the water line in
Wardsville will be completed by the end of the year. Testing in the Crinan area has
been completed, 98% of the properties have been tested with a 80% failure rate.
Construction on waterlines to Queen Street and to Leisure Heights and Enhanted
Hideway will occur in the late fall.
SUBJECT: MCEACHREN DRAIN MAINTENANCE
Council received the following tenders for McEachren Drain Maintenance:
Darrel Dick Excavating $4,437.00 plus GST
Timmermans Drainage $7,550.00 plus GST

SUBJECT: MINUTES
*West Elgin Chamber of Commerce – August 2, 2005
SUBJECT: TODS SIGNAGE
The Administrator/Treasurer reported that with the construction of the washroom at Port
Glasgow, TODS (tourism orientation directional signage) is available. The sign will
indicate “Port Glasgow Marina and Beach”. The duration of the contract is 2 years. It
takes 6 to 9 months to get approval. A brochure must be submitted with the application.

Council adjourned to hold a Property Standards Committee meeting and resumed their
meeting thereafter.
SUBJECT: MDS REQUIREMENTS UNDER ZONING BY-LAW
The Clerk reported that to change the MDS requirements for a M2 zone, an amendment
to the zoning by-law is required. The MDS requirements for a M2 zone would then be
the same as provincial regulations.

RESOLVED that Council of the Corporation of the Municipality of West
Elgin authorizes the calling of a public meeting on October 13, 2005 at
1:30 p.m. for the purposes of considering an amendment to By-law 90-50
regarding Minimum Distance Separation for lands zoned M2, General
Industrial.

SUBJECT: PURCHASE OF MUNICIPAL ORGANIZATION LIST
The Mayor reported that the Rural School Coalition Group is continuing to pursue
support for rural schools. The group wishes to reach as many municipalities as
possible. One avenue is via email. The Mayor requests Council’s support to purchase
a municipal organization list from AMO that could be shared with this group, as well as
for our own use.

organization list from AMO at the cost of $575.00 plus taxes.

The Deputy Mayor declared a conflict of interest with the following item and did not
participate in any discussion thereof.
SUBJECT: ERIE FLOORING
Councillor Mooser suggested to Council that the head office of Erie Flooring be sent a
letter regarding the smoke and soot being emitted. Council noted their support for this
business but there is a need to resolve the concern of local residents. It was agreed
that the Mayor would meet with the Manager of Erie Flooring and that a letter be drafted
for Council’s review.
