Chairman Graham Warwick called the meeting to order at 2:15 P.M.
SUBJECT: MINOR VARIANCE APPLICATION A1/2006 – DONALD & BEVERLEY
BECHARD

The Chairman announced a Minor Variance Application of Donald and Beverley
Bechard, 23025 Marsh Line, Part of Lot 9, Concession X will be considered.
The Secretary/Treasurer advised that proper notice had been given under Section 45(5)
of the Planning Act. Comments were received from Lower Thames Valley Conservation
Authority, which indicated no objections.
The Planner was not in attendance. The Committee reviewed his report dated April 10,
2006. The purpose of the application is to provide relief from requirements of the
Township of Aldborough Zoning By-law 90-50 with respect to dog kennels, specially the
operation of a dog kennel out of a single unit dwelling and relief from the minimum
separation distance between a dog kennel and a neighbouring dwelling located on a
separate lot. The owners have operated the dog kennel out of the dwelling since 2002.
The dog kennel is operated out of what was formerly a garage attached to the east side
of the dwelling. Fenced outdoor runs are situated at the rear of the dwelling. The kennel
has been inspected by the animal control officer and found to be well maintained. No
health related or safety issues have been raised, nor any complaints from neighbouring
residents.

RESOLVED that the Committee of Adjustment grants the minor variance
application from Donald & Beverley Bechard, located on part of Lot 9,
Concession 10, 23025 Marsh Line, to provide relief under Township of
Aldborough Zoning By-law 90-50, specifically Section 2.30 and Section
6.2.2 to permit the continued operation of a dog kennel, subject to the
following conditions.
Conditions: 1. That the dog kennel be confined to the portion of the
single unit dwelling which formerly constituted an
attached garage.
Reasons: i. The variance is considered to be consistent with the
Provincial Policy Statement.
ii. The intent of the Township of Aldborough Official Plan
Is maintained.
ii. The intent of the Township of Aldborough Zoning By-
law is maintained.
iii. The variance is considered “minor” given the
circumstances
iv. The variance is desirable for the appropriate use and
development of the lands.
