January 26, 2006 Regular Meeting M I N U T E S OF THE CORPORATION OF THE MUNICIPALITY OF WEST ELGIN WEST ELGIN COUNCIL CHAMBERS JANUARY 26, 2006 MEMBERS PRESENT: Mayor Graham Warwick, Deputy Mayor Bernie Wiehle Councillors Trudy Balint, Mary Bodnar, Mike Mooser STAFF PRESENT: Joanne Groch Administrator/Treasurer/Deputy- Clerk ALSO PRESENT: Ted Halwa Planning Consultant DECLARATION OF PECUNIARY INTEREST: No conflicts were declared regarding the published agenda. DELEGATION: PORT GLASGOW DEVELOPMENT Mary Lou Kominek was in attendance to update Council on the applications for funding for projects at the Marina. Her contract has been renewed for another 6 months. The Mayor reported that a meeting was held with the Yacht Club members, Ted Halwa, Graham Warwick, Bernie Wiehle, Lloyd Jarvis and Mary Lou Kominek on proposed improvements at the Marina and funding possibilities. Discussion in point form: ? advantage of pier extension – gravel removal damages the road ? pier extension eliminates the need for gravel removal ? top of road not paved far enough – boat trailers cause damage ? wave action in harbour – unsafe for boaters ? boardwalk the pier – not if gravel is being removed ? safety to boaters – more visitors ? not known as a safe harbour (wave action) in terms of attracting boaters from a wider area ? Ted contacted an engineering firm specializing in shoreline issues to see what’s feasible for a structure – they have provided a quote to study the channel ? Mary Lou – no funding under this grant proposal for study and extension of pier ? if grants are/are not available Council decides whether to proceed or not ? opportunity for people to enjoy the area – recreational activities ? master plan reviewed, bird watching area, memorial cairn, boardwalks, picnic hill ? fish habitat area can be added to plan ? lack of parking area for trailers, boats ? preliminary meetings held with Stantec on location for pond ? derelict dredger – removal? ? commercial development on east side at base of road - transient vendors ? two sources of funding – RED fund and Community Transition Program January 26/06…Page 2 of 5 ? Mary Lou has met with the project Coordinator for the Community Transition Program and presented a pre proposal for funding ? Projects under Community Transition Program include economic development, downtown improvement, Chamber of Commerce initiatives, new business development and tourism ? Mary Lou to prepare application for RED funding in consultation with Mayor/Deputy Mayor who will liaise with Council ? the plan needs to be drafted for public meetings ? Ted will get another quote for technical studies for channel improvements ? Ted will have further discussions with the Yacht Club DELEGATION: FRANK & IRENE SURA – PROPOSED SEVERANCE PART OF LOT 4 & 5, CONCESSION 12 Also in attendance: Frank & Irene Sura, Frank Sura Jr. Council reviewed a proposed severance application to sever a surplus dwelling on property located on Part of Lot 5, Concession 12. Mr. Sura explained that when they originally purchased the lands there were three separate parcels. Now because they are in the same names the titles have merged back to one property. The subject property is designated Agriculture in the Official Plan. Council has no objections to the proposed severance subject to the usual conditions. A second application was put forward to sever 25 acres on Part Lot 4, Concession 12. This does not comply with the Official Plan but Council felt that this could be supported on the basis of a technical severance. It was previously a separate parcel when purchased. Council has no objections to the proposed severance subject to the usual conditions. DELEGATION: HERB & DIANNE FELDER – PROPOSED SEVERANCE PART OF LOT 6, CONCESSION 10 Also in attendance: Herb Felder Council reviewed a proposed severance application to sever a surplus dwelling on property located on Part of Lot 6, Concession 10. The barns are in good shape and are not needed on the farm so they will remain with the house. The subject property is designated Agriculture in the Official Plan. Council has no objections to the proposed severance subject to the usual conditions. SUBJECT: UPDATE ON MELODY CHURCH OMB APPEAL The OMB appeal is schedule for March 15, 2006 at 10:00 a.m. in the Council Chambers. DELEGATION: CANADIAN FOOD INSPECTION AGENCY EMERALD ASH BORER Present: Jerry Dowding and Rosetta Marchese of the Canadian Food Inspection Agency , Rob Lindsay County of Elgin Tree Inspector, Rick Howard, Jack McLean Mr Dowding reported that the site in Dutton Dunwich, which is just north and south of Highway 401, is removed from all other sites in Ontario. A proposal has been submitted to remove the positive trees (300) but approval has not been received yet. An area in Dutton Dunwich is already under quarantine. The area has been expanded and now includes the easterly portion of West Elgin to Graham Road. The legislation is under the Plant Protection Act – each property is quarantined separately. Separate notice is given January 26/06…Page 3 of 5 to each property owner with a time period for the quarantine. Wood cannot be transported out of the quarantined area but it can be transported within the area. The prognosis is not good for controlling this insect. Certain types of wasps, woodpeckers and squirrels feed on the ash borer and there are a few fungus and bacteria that are showing promise. How do you treat the large numbers of trees that are infected? There are fines up to $250,000 for breaking the quarantine. Rob Lindsay advised that the is working closely with the CFIA SUBJECT: ACCOUNTS RES. No. 2 Moved by Balint Seconded by Bodnar RESOLVED that Council of the Municipality of West Elgin supports the stnd request to hold Canada Day Celebrations at Miller Park on July 1, 2 and rd 3, 2006 and that the Canada Day Celebrations are designated as a “Community Festival”.
