May 11, 2006 Council May 11, 2006 Court of Revisions – Garlick Drain May 18, 2006 Special Session May 25, 2006 Council DISPOSITION: Carried SUBJECT: RECREATION REPORT The Recreation Superintendent presented his monthly report. He reported that they have not sprayed for grubs. They can’t shut down the park and can’t prevent walkers. If the ground is moist the grubs won’t come, he is investigating an irrigation system and spot treatment only. Council asked about the barriers on the bridge at the beach. The Recreation Superintendent noted that work required by DFO has not been completed which he was waiting for before installing the barriers. The Clerk advised that this work wouldn’t be done until the fall. He will contact the consultant and confirm the timing. SUBJECT: ROADS REPORT The Roads Foreman was in attendance. Council reviewed the monthly report. The Mayor reported on a request from a ratepayer that they be given notice of the berming machine doing work. The Roads Foreman noted that it is hard to predict the timing. The Deputy Mayor suggested that leaflets be distributed a week before the work is expected, exact date is not needed. Council agreed that leaflets should be given for the work that is expected next week and for future works. Councillor Balint noted she had received a complaint about Catherine Street, when is it going to be paved and streetlight installed? The Road Foreman noted that some lots are still vacant. Councillor Balint reported that the gravel roads are not being graded. The agreement to be reviewed and letter be sent to Mr. Santos. June 8/06…Page 2 of 8 SUBJECT: USE OF CANADIAN NATIONAL LANDS The Mayor reported he had received a call from a ratepayer in West Lorne regarding the use of dirt bikes and ATVs on the CN property. ATVs are not permitted on our roads. A letter should be sent to CN advising of the use of their lands. SUBJECT: BADDER BUS LINES The Mayor reported that as a result of complaints from ratepayers another letter was sent to Badder Bus Lines regarding the route the buses are using. SUBJECT: WATER REPORT The Water Superintendent presented his monthly report. He reported that the modelling study should be completed by the end of July. This information is needed to complete the design for the Finney/Graham Road project. He reported on the actions taken as a result of the heavy rainfall in West Lorne. SUBJECT: BUILDING REPORT The Chief Building Official was not in attendance. Council reviewed his monthly report for April and May 2006. In April, eight permits were issued totalling $1,083,200 worth of construction and in May five permits were issued totalling $1,769,500. SUBJECT: BY-LAW ENFORCEMENT REPORT The By-law Enforcement Officer was not in attendance. Council reviewed the monthly report. Council directed that action be taken on file #170. The Mayor reported he had met with MOE staff and the owner at a property on Thomson Line where a demolished house had been moved. A complaint had been received by MOE about illegal dumping. The owners wanted to take to our landfill site, however it was not sorted. MOE has issued an order to remove within a month and agreed with our policy about sorting. Alternatives to taking to our landfill site include taking to Green Lane or Gore. SUBJECT: WEST LORNE COMPLEX Council reviewed the revised plans. The users have reviewed the plans and provided input; the plans have been revised accordingly. There will be an open house on th Monday June 12, for ratepayers to review the plans and report back to Council on June th 15. Councillor Mooser expressed a concern that there is not a second exit from the basement. It was noted that a second exit is not required. Engineer will be asked to confirm in writing. It is proposed that the library extension be constructed at the same time. All construction to occur at once and wiring and plugs are located correctly. The tender could be in two parts, one for the addition to see the costs. SUBJECT: ACCOUNTS RES. NO. 4 Moved by Wiehle Seconded by Mooser RESOLVED that the mover be granted leave to introduce a By-Law to provide for the maintenance of municipal drains and to raise the sum of $54,491.96 to pay therefore and this shall be the first and second reading and provisional adoption thereof. NO. 10 Moved by Balint Seconded by Wiehle RESOLVED that Council of the Municipality of West Elgin is in support of a resolution put forth by the Municipality of Leamington requesting AMO and the Federal and Provincial Governments to develop a program that will support infrastructure sustainability by providing a yearly stream of funds to all rural municipalities without the municipality having to expend funds and exhaust limited resources in developing business cases. NO. 12 Moved by Balint Seconded by Bodnar RESOLVED that Council of the Municipality of West Elgin is in support of the position put forth by the Town of Greater Napanee that no municipality June 8/06…Page 5 of 8 should be required to take garbage from across the Province if they are not a “willing host” to such a proposal. SUBJECT: MILEAGE RATES As requested by Council, the Clerk obtained the following mileage rates: Dutton/Dunwich $0.44 per km. Southwest Middlesex $0.41 per km. County of Elgin $0.47 per km. Chatham-Kent $0.40 per km. After discussion Council agreed that the mileage rate should be increased to $0.45 per km effective June 1, 2006 and that the necessary by-law amendments be brought forward at the next meeting. SUBJECT: FORDHAM MOTORS SITE PLAN The Road Superintendent has requested a 1.2 metre buffer between the road and sidewalk for snow and suggests this area be interlocking brick like the rest of the area. A sketch showing the width of the sidewalks and buffers at the four corners was presented. Council agreed that a 1.2 metre buffer consisting of interlocking brick be established between the curb and sidewalk, the sidewalk be 1.5 metres wide, reinforced at the entrances. A letter clarifying the responsibilities of the municipality and the applicant is sent. SUBJECT: CONFIRMATION BY-LAW RES.
