The Mayor called the meeting to order at 9:45 a.m.
The Clerk informed those present that notice of this meeting had been given under
Section 34(12) of the Planning Act by prepaid first class mail to all assessed owners
within 150 metres of the subject property as well as provincial agencies and ministries
as prescribed by regulation. Correspondence was received from the Lower Thames
Valley Conservation Authority advising of no objections.
The proposed amendment would change the zoning of lands lying on the north side of
Pioneer Line (County Road No. 2) between Rodney and West Lorne, being part of Lot
11, Concession VIII, from the Agricultural (A1) Zone to the Rural Residential Two (RR2)
Zone and to the ‘site-specific’ Agricultural (A1-#) Zone.
The re-zoning is necessary to maintain compliance with the Zoning By-law and to fulfill a
condition imposed by the County of Elgin Land Division Committee. The Committee
granted permission to sever a parcel occupied by an existing single unit dwelling out of a
larger 33.7 hectare (83 acre) parcel for the purpose of disposing of a surplus farm
dwelling (Application for Consent E96/05). Criteria to create for a lot to dispose of a
surplus farm dwelling are addressed under the Township of Aldborough Official Plan and
the Provincial Policy Statement and have been determined to be satisfied.

The lands proposed to be zoned Rural Residential Two (RR2comprise a rectangularly-
shaped parcel having an area of 2,258 square metres (0.6 acres), a depth of 78.6
metres (258 ft) and a frontage of 29 metres (95 feet). The lot is occupied by a single unit
dwelling (circa 1915), detached garage and a storage shed. The permitted uses of the
RR2 zone include a single unit dwelling, a home occupation and an accessory use. The
lot would satisfy the minimum lot area and minimum lot frontage requirements (1,400 sq.
m. & 25 m respectively) of the RR2 zone where a public water supply is available.
The lands proposed to be zoned ‘site-specific’ Agricultural (A1-#) comprise the
remainder of the lands having a frontage of approximately 525 metres (1,722 feet) on
Pioneer Line and an area of 33.5 hectares (82.7 acres). A recently constructed single

unit dwelling is situated on the parcel. The proposed ‘site-specific’ (A1-#) zoning would
permit a maximum of one dwelling on the lands in accordance with the Official Plan and
a corresponding condition imposed by the Land Division Committee in granting the
Application for Consent.
The subject lands are designated 'Agricultural' in the Township of Aldborough Official
Plan. The amendment is considered to be in conformity with the Plan.
