SUBJECT: PROPOSED SEVERANCE (WOLF)
PART LOT 10, CONCESSION 3
Also in attendance: Jonathan Wolf
Council reviewed the proposed severance to create a 1.2 acre lot under the surplus
provisions of the Official Plan. The Planner enquired what other parcels were owned
and farmed? Jonathan Wolf noted that they own approximately 325 acres, of which 250
acres are cash crop. Councillor Balint reported she had inspected the site, noting the
depth of 400 feet. Jonathan reported that there are trees already planted along the side
lot lines and they wish to maintain this as a width. The depth recognizes the location of
the existing house. The Planner noted that the proposed size is larger than normal of
1.0 acre and that the rezoning would recognize this size. Council agreed in principle
with the proposed severance subject to the usual conditions and zoning requirements as
noted.
SUBJECT: NEW OFFICIAL PLAN
The Planner reported that the document is not ready for presentation. They are
reviewing the document in terms of the new Provincial Policy Statement.
Issues include:

boundaries for villages and hamlets,

extent of lakeshore designation,
?
hazard land,
?
targets for intensification, redevelopment and affordable housing.
Council agreed that the new plan must be presented to the ratepayers before the

summer. It was agreed that an informal meeting be held on June 29 where the plan
would be presented and input solicited. Ratepayers could submit comments until July
th
17. During this period the draft Official Plan would be forwarded to MMAH for their
review. It is anticipated the formal public meeting would be held in September.

SUBJECT: FORDHAM MOTORS SITE PLAN
The Planner reported that a revised plan was received the day before. The plan shows
a continuous sidewalk along the perimeter of the property. Entrances are more clearly
defined. What does Council wish as treatment for the land between the sidewalk and
the property line? After discussion Council decided that concrete sidewalks would be
close to the curb. Between the sidewalk and Fordham’s property, Fordham to look after
and pay for. The Drainage Superintendent to review revised plan.
SUBJECT: TEMPORARY USE AGREEMENTS
The Clerk reported that of the two letters sent out, one owner has now submitted a
rezoning application. Council directed a second letter be sent, requesting with a
deadline of two weeks to respond or the next step would be taken.
The Planner left the meeting.
SUBJECT: CORREPSONDENCE
1. Municipal Property Assessment Corporation – waiver of notice to the Assessment
Review Board

RESOLVED that the Council of the Municipality of West Elgin hereby
waives its involvement in complaints against assessments or palpable
errors on the assessment roll or supplementary/omitted assessment rolls
of this municipality that are the subject of Minutes of Settlement between
MPAC and the assessed person.
The municipality does not intend to participate as a party to any matters
with these complaints. Further, the municipality consents to the
Assessment Review Board proceeding to issue a decision in accordance
with the Minutes of Settlement without giving notice of a hearing or holding
a hearing pursuant to Section 4.1 of the Statutory Powers Procedure Act,
under the sections 33, 34, 40 and 40.1 of the Assessment Act.

RESOLVED that Council of the Municipality of West Elgin agrees to loan
the Port Glasgow Yacht Club up to a maximum of $75,000 for marina
improvements. Agreement for repayment to be the same as entered into
in 1994.

SUBJECT: SMOKE-FREE ONTARIO ACT
Council reviewed a report from the Health and Safety Committee. The Committee
recommends that a “No Smoking Area” of 5 metres from the public entrances to the
Arena, Recreation centre and Rodney Townhall be created. Council referred this
recommendation to the Recreation Committee.
Council agreed with the other recommendations as presented.
SUBJECT: QUOTATION FOR ALARM SYSTEM – POOL
Council received the following quotations for the installation of a fire alarm system for
the West Elgin pool:

RESOLVED that the Council of the Municipality of West Elgin accepts the
quote of ECM Security Systems in the amount of $3,133.30 plus taxes for
a fire alarm system for the West Elgin pool.

SUBJECT: QUOTATION FOR ALARM SYSTEM – RECREATION CENTRE
Council received the following quotations for the installation of a fire alarm system for
the West Elgin Recreation Centre:

ECM Security System $11,979.00
The Recreation Superintendent recommended that the ECM quote be accepted for
continuity in the delivery of alarm services for the recreation facilities.

SUBJECT: QUOTATION FOR MOWER / SIDEWALK PLOW
Council received the following quotations for a front mount mower, sidewalk plow:

Hyde Park Equipment $15,850.00
Fulline Farm and Garden Equipment $15,974.00
The Recreation Superintendent reported that the Kubota plow is 8.4 inches wider that
our sidewalks, the John Deere model is 47.6 inches, which is ½ inch narrower.
Therefore he recommended the John Deere unit be purchased.

SUBJECT: APPOINTMENT OF ENGINEER – SELLS DRAIN

request of Dan Perovich and that the report be submitted within six
months.

SUBJECT: TILE DRAIN APPLICATION – LOT 13, CONCESSION 13 (LUPSOR)

RESOLVED that the Municipality of West Elgin Council approve the
application of Roger and Paul Lupsor for a tile drain loan, not to exceed
the amount of $50,000.00 for land in Lot A Concession 13, subject to
Provincial Policy at the time of the issuing of the debenture and the
availability of funds from the Province of Ontario.

SUBJECT: MAYOR’S REPORT
The Mayor reported that there have been problems with the high-speed internet
connection. It has been changed to dial-up for now. Improvements at the West Lorne
st
water tower are scheduled for May 31, hoping better signal then.
The Mayor reported that he had met with various groups regarding the West Lorne
Complex. Generally, they are happy with the design and have recommended some
minor changes, which will be forwarded to the architect.

SUBJECT: SOUTHWEST ECONOMIC ASSEMBLY
The Deputy Mayor reported that he had attended this meeting the day before and that it
was well worthwhile. The focus is on economic and tourism potentials and the area is
that west of Toronto and includes Guelph, Kitchener, Grey/Bruce. Education was
included as well. The politicians are proposing to meeting within a month. It is
important that we stay involved, on contact list.

confirm the proceedings of the meetings of Council held on May 18, 2006
