Ms. Donna Lunn, President, Elgin Federation of Agriculture, attended at 9:42 AM. to
present an overview of Agriculture in Elgin County 2005. Councillors suggested that
another presentation be made to Council after 2007, as numbers will change significantly
because of tobacco farm uncertainty.

Ms. Lunn introduced Mr. Ron Bonnett, President, Ontario Federation of Agriculture (OFA)
who attended Council to speak to key areas of focus of the OFA Mr. Bonnett introduced
Mr. Paul Mistele, Ms. Valerie Gilvesy, and Mr. Jamie Underhill, who were also in
attendance. Mr. Bonnett noted that consumers need to be educated on how their
purchasing decisions impact the local economy and that a communication initiative should
be undertaken to "Buy Local" to help the distressed farmers and their families.

Mr. Bryce Sibbick, Frank Cowan Co. Ltd., attended at 11 :25 AM. to present the 2006
Comprehensive Insurance Program Renewal. The premiums have increased by
approximately 26% over 2005 figures. Council discussed issuing a Request for Proposals
for the 2006 insurance requirements. The Chief Administrative Officer noted the issue was
raised in October 2005 and Council had indicated that if the quote from Frank Cowan was
comparable to other Counties' renewal rates it was not necessary to issue an RFP for
2006. Council directed staff to issue an RFP in the fall of 2006 for the County's 2007
insurance requirements.
